Title: Operations Manager

Position Description:
The International Foundation for Electoral Systems (IFES) is an international, nonprofit organization that supports the building of democratic societies and the strengthening of transitional democracies. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.
In preparation for the 2012 elections, IFES anticipates to implement a capacity-building program in support of Kenya’s electoral process in the areas of election technical support, voter registration, and voter education among others.
IFES seeks an Operations Manager responsible for supporting the in-country financial management and operations of its program office. This position will also be responsible for ensuring compliance with IFES policies and USAID regulations particularly in the areas of procurement, finance, and personnel management.
Main Responsibilities:
• Providing oversight of project financial management and day-to-day operation of program office;
• Ensuring that donor-specified reporting requirements are met in coordination with the DC-based program staff;
• Managing procurement actions to ensure they meet IFES policies and USAID regulations;
• Supervising support staff;
• Tracking and coordinating staff movement and assisting with security coordination;
• Overseeing the program budget to assist with program planning and managing all budget realignments;
• Monitoring subgrantees’ compliance with USAID rules and regulations and reviewing subgrantee’s financial reports; and,
• Other duties as assigned.
Qualifications:
• Bachelors degree in business administration, international relations, or related field;
• Minimum of 5 years of experience working on international donor-funded programs;
• Proven leadership, staff management, project administration, and financial management skills;
• Experience with financial tracking programs, spreadsheets and forecasting tools;
• Knowledge of USAID rules and regulations;
• Capacity to work well with minimal supervision;
• Strong professional and collaborative management skills;
• Ability to manage and develop local relationships;
• Strong oral and written communication skills; and,
• Detailed oriented and highly organized.
