In preparation for the 2012 elections, IFES anticipates to implement a capacity-building program in support of Kenya’s electoral process in the areas of election technical support, voter registration, and voter education among others.
IFES seeks a Program Officer to coordinate the overall organizing, implementing, and monitoring of program activities. The Program Officer will offer technical and administrative support to project activities throughout the grant period including monitoring and evaluation. This position will also provide research support and liaise with members of the community and local officials.
Main Responsibilities:
• Assisting the Chief of Party (COP) to ensure timely execution of program activities within the allocated budget and overseeing specific project activities as directed/delegated by the COP;
• Ensuring that donor-specified reporting requirements are met in coordination with the DC-based program staff;
• Drafting required progress reports and other program briefings as needed;
• Assisting the COP in tracking the progress of the program’s workplan;
• Assisting with the development and tracking of the program’s performance management plan (PMP) and developing data gathering tools for monitoring and evaluation;
• Producing statistical reports for inclusion in the main narrative project reports as needed;
• Developing a tool to capture qualitative information on trainings and outreach activities;
• Monitoring the progress of subgrantees and contractors providing programmatic technical assistance to the program;
• Representing IFES-Kenya at offsite venues for the purpose of business development and information dissemination;
• Participating in proposal development and drafting of concept papers; and
• Other duties as assigned.
Qualifications:
• Bachelors degree in international development, international relations, or related field; Masters degree preferred;
• Minimum of 5 years of experience working on international donor-funded programs;
• Minimum of 2 years of work experience implementing an international democracy and governance program;
• Experience conducting performance monitoring and evaluation;
• Experience working in the area of electoral assistance preferred;
• Capacity to work well with minimal supervision;
• Strong professional and collaborative management skills;
• Ability to manage and develop local relationships;
• Strong oral and written communication skills; and,
• Familiarity with political, economic, and social issues in Africa particularly Kenya.
