Program Overview
TRANSFORM/Primary Health Care Unit (PHCU) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHCU will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
Position Purpose
The Adolescent and Youth Health and Development (AYHD) Advisor is principally responsible for the development of AYHD strategy, tools and materials for the TRANSORM/PHCU program. S/He provides technical assistance to the Regional Offices and to Partners and coordinates AYHD activities overall. S/He represents TRNSFORM/PHCU Program in all AYHD related materials and tools development and harmonization activities.
Key Responsibilities
  • Develops annual plans and budgets for the AYHD portfolio of the organization and for each grant
  • Implements the strategic approach of TRANSFORM/PHCU  with respect to AYHD
  • Provides technical assistance in program development needs of Regional Offices and in planning and budgeting of their annual activities with respect to the thematic area.
  • Assists in developing collaborative linkages, developing concept papers and proposals related to AYHD and promotes involvement of youth in designing projects meant to serve their needs.
  • Reviews quarterly and annual program and financial reports of regional offices, giving corrective feedbacks, and assisting the MEL unit in compiling quarterly and annual reports for the organization.
  • Travels to regional locations to provide strategic support and technical assistance in specific technical areas related to implementation and capacity building.
  • Attends relevant national level technical working group (TWG) and partners’ meetings to further develop collaboration and to obtain new approaches and systems in the area of responsibility.
  • Carries out potential research and gathers important and new developments and best practices in AYHD activities; continuing to improve program performance and sharing innovative methods with partners.
  • Prepares quarterly and other program reports related to AYHD activities and submits a consolidated report to the Technical Director on a timely basis.
  • Provides assistance  in standardizing AYHD training materials
  • Publishes technical reviews and developing manuals and guidelines for project related activities as needed.
  • Carries out all other duties as required by management

 

Basic Requirements
  • Minimum of Master’s Degree in Public Health or related fields.
  • Must have minimum of ten years of experience in managing AYHD or related activities.
  • Experience in practical fieldwork and prior supervisory position will be an advantage
  • Experience in working with NGOs and /or international organizations are required.
  • Must have strong writing and communications skills both in Amharic and English.  Knowledge of other local languages of one or more of the operating regions of Pathfinder will be an added advantage.
  • High level skills to promote teamwork and effort, and must be able to create great rapport with the youth.
  • Must demonstrate mastery of computer skills in word processing, Excel for budget and spread sheet work, strong data management skills and excellent presentation skills.
  • Experience and knowledge of the Ethiopian Public Health System.
  • Ability to work with minimum supervision, strong interpersonal skills, skills to promote teamwork and effort, and excellent mentoring skills are essential.
  • Must demonstrate strong interest and commitment to adolescents and youth, family planning and reproductive health services, gender and the eradication of harmful traditional practices.
  • Must have demonstrable personal integrity and honesty and must have pleasant personality.
  • Must be willing to travel frequently to project activity regions and woredas as per need.

 

Preferred Qualifications
  • Experience developing effective partnerships or coalitions with community partners and local governments
  • Demonstrated skills in interpreting, utilizing and applying evidence-based information and research findings
