The Population Council confronts critical health and development issues—from reducing unintended pregnancy and preventable maternal and newborn deaths, and curbing the spread of HIV, to enhancing access to quality care and ensuring that young people lead full, productive lives. Through social science, public health, and biomedical research in 50 countries, we work with partners to develop and deliver solutions that lead to more effective programs, policies, and technologies to improve lives around the world.

The Advisor, Monitoring and Evaluation will work closely with Population Council consortium to ensure the smooth implementation of a USAID-funded initiative to support the Zambian Ministry of Health’s, USAID/Zambia’s, and other key stakeholders’ ability to improve data systems and to collect, interpret, and utilize data to strengthen policies and services. S/he will be responsible for designing and tracking the performance monitoring plan indicators with targets and benchmarks for achievement of project objectives, analyzing project performance, and preparing reports and dissemination of project results, lessons learned, and best practices to external audiences. This position is contingent upon award of the contract.

RESPONSIBILITIES

  1. Oversee and manage the design and implementation of the project’s M&E system, working closely with project staff and implementing partners.
  2. Develop and manage the implementation and utilization of the performance monitoring plan (PMP) and evaluation activities.
  3. Ensure quality, consistency and adherence to standards and best practices for M&E
    across the program, including data quality and use.
  4. Establish and maintain routine monitoring and reporting systems to support program implementation with data-based program decision-making.
  5. Provide technical support to USAID and the Zambian Ministry of Health to build their capacity to collect, analyze, and utilize data for decision making and to strengthen the data system.
  6. Support the documentation and dissemination of the project’s findings, best practices, and scaled up efforts stemming from this initiative, and work with the Project Director to disseminate results to key audiences.

QUALIFICATIONS

  • A Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline
  • Minimum eight years working on monitoring, evaluation and research in public health with progressively increasing responsibility
  • Hands-on practical experience setting up and managing monitoring, evaluation, and reporting systems for health programs in developing countries, and the ability to coach and train others in their use
  • Experience in all phases of evaluation research, including protocol design, sampling, instrument design, data collection, data analysis, and report writing.
  • Experience with USAID projects preferable.
  • Solid knowledge of and practical experience with the health sector in Zambia.
  • Experience with various quantitative and qualitative research and evaluation methodologies, including impact evaluations, surveillance surveys, and sampling techniques
  • Excellent report writing, analytical and oral presentation skills
  • Experience in knowledge management and dissemination of research findings.
  • Ability to handle a heavy workload with competing priorities.
  • Proficiency in both Microsoft Office required.
  • Excellent verbal, writing, and presentation skills in English.
