UNICEF in collaboration with government developed an Investment Case that provides an analysis which supports priority setting discussions related to the roll-out of the ECD Policy. The Investment Case emphasises that many of the benefits of early childhood development interventions only occur later in life once children receive subsequent investments in primary and secondary school; and not from the early childhood development interventions alone. This requires an understanding of the current status in these later phases of childhood as to maximise the return on investing in early childhood development.

SCOPE OF WORK
The purpose of this assignment is to conduct a comprehensive data assessment and analysis on early learning and development and basic education in support on the Investment Case for early childhood development in South Africa.
The specific objectives are to identify, review and analyse relevant data (and their sources) in relation to children from birth to 18 years and to identify and analyse trends in relation to the aforesaid data and the consequences for investment in in the life cycle (noting the pipeline of early childhood, primary and secondary education investment and transitions).
- Inception
Develop and submit an inception report and detailed work plan in a prescribed format followed by an inception discussion to clarify all matters related to the contract and the inception report,
- identification OF DATA SOURCES and collection
Identify and collect all data and identify their sources that will provide the information as required in Part II below. This includes the development of an annotated bibliography of these data sources for future use in the prescribed format.
- review and analysis
The overall purpose of the review and analysis of the data is to present the data in accessible form as per the categories below and to identify and show trends as well as comparative trends between areas and indicators where possible. The different areas are indicated separately for practical purposes, however, it is understood that they are linked with one another. All data and analysis needs to be disaggregated by age, grade, gender, location and quintile where available.
AREA 1: Early Childhood Development (birth – 6 years)
Data in relation to key indicators on access, quality and resourcing need to be identified, collected, reviewed and analyzed.
AREA 2: Primary education (7 – 13 years)
Data in relation to access, efficiency and quality need to be identified, collected, reviewed and analyzed
AREA 3: Secondary education (14 – 18 years)
Data in relation to access, efficiency and quality need to be identified, collected, reviewed and analyzed
The review and analysis of the data for all three areas need to be submitted in a consolidated report in the prescribed format
Desired competencies and experience
- A t least a Master’s degree in statistics, economics, education, ECD, social sciences, governance or related field.
- Demonstrated experience, capacity and knowledge in research, identification, review and analysis of data from secondary data sources.
- An understanding and knowledge of the South African situation, in particular early childhood development and basic education and the data sources available.
- At least 5 years relevant work experience related to the work required in this assignment.
- Strong analytical and writing skills, ability to conceptualise, plan and prepare written materials in English.
