Founded in 2002, by President William J. Clinton and Ira Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to strengthening integrated health systems and expanding access to care and treatment in the developing world. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to lifesaving technologies; and helping governments build the capacity required for high-quality care and treatment programs. Since its inception, CHAI’s programs have helped more than 11.8 million people in more than 70 countries have access to CHAI-negotiated prices for HIV/AIDS medicines, saving the global health community billions of dollars.

The Ministry of Health (MoH) in Swaziland strives to achieve Universal Health Coverage and enable equitable access to quality health services for their population by attaining effective, equitable, efficient and sustainable health care financing. To this end, the MoH aims to bolster their ability to incorporate equitable health financing considerations into potential policy reforms and prioritization processes.

CHAI is seeking a Health Financing Associate to support the MoH in realizing these aims with a specific focus on supporting MoH efforts to efficiently manage existing funding for health, explore opportunities to mobilize additional funds and link funding to MoH priorities such as scaling up the Essential Health Care Package (EHCP) of Services.  The Associate will work across MoH departments to promote the coordination of funding decisions and improving service delivery.

The Associate must be a highly motivated, entrepreneurial individual with outstanding problem-solving, analytical and communication skills. The Associate must be able to function independently and be a thought leader for the CHAI team and the MoH. This position is based in Mbabane, Swaziland, and reports to the CHAI Health Financing Program Manager.

Responsibilities:

The Health Financing Associate will be responsible for providing the MoH with analytical support, informed knowledge-based advice and innovative ideas that can be practically implemented as they navigate health financing-related decisions. His/her primary responsibilities will include (but will not be limited to):

  • Design and carry out analyses related to health financing policy reforms such as equity analyses, cost effective analysis, costing analyses, etc.;
  • Communicate findings of analyses to diverse stakeholders including the MoH, and facilitate the employment of evidence in policy discussions;
  • Build capacity of MoH staff to carry out health financing-related analyses;
  • Support the development of a Health Financing Unit within the MoH;
  • Promote the link between health service delivery priorities and health financing by modelling the impact of financing decisions on service delivery;
  • Support key stakeholders in implementing operational plans associated with policy changes;
  • And other responsibilities as requested by supervisor.

Qualifications:

  • Bachelor’s degree and at least 3-5 years of professional experience in public sector policy/planning, public sector finance, management consulting, or other relevant private and public sector experience with leadership experience
  • Exceptional diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
  • Robust problem-solving skills, quantitative and qualitative analytical capabilities
  • Strong written and oral communication skills, including ability to communicate effectively while addressing a broad-ranged audience
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
  • Potential to take on increasing levels of responsibility and leadership on the team
  • High level of proficiency in relevant computer applications, particularly Microsoft Excel, PowerPoint and Word

Advantages:

  • Master’s degree in public health, health economics, health finance, health management or other relevant field
  • Experience in cost analysis, economic evaluation, or economic evaluation
  • Experience working in national health system benefits package design
  • Experience in working in health care financing, particularly in relation to developing countries
