Org. Setting and Reporting
This position is located in Kinshasa, the headquarters of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The Board of Inquiry Officer will report to the Director of Mission Support (DMS) through the Senior Administrative Officer.
Responsibilities
Within delegated authority, the Board of Inquiry Officer provides advice on all procedural and policy matters regarding Boards of Inquiry to the DMS and to the SRSG
• Organizes and directs the work of the MONUSCO BOI Unit.
• Liaises with the UNHQ Audit and BOI Unit to exchange information and seek guidance on BOI related policy matters.
• Maintains the roster of personnel eligible to serve as BOI Chairmen and Members and coordinates for this purpose with the Chief/ Director of Mission Support, Chief of Staff, Force Commander, Chief Civilian Personnel Officer, Chief Military Personnel Officer and other relevant parties, as required.
• In coordination with the Legal Advisor, drafts Convening Orders and Terms of Reference for each BOI for the approval by Head of Mission.
• In coordination with the Legal Advisor, provides advice to Board Members on the implementation of BOI Policy Directives and SOP guidelines, as well as United Nations administrative and financial regulations and rules throughout the proceedings of the Board.
• Reviews draft BOI reports for format compliance and the availability of all necessary supporting material prior to submission for review to Legal Adviser and Chief of Staff and for approval to Head of Mission.
• Reviews and clarifies information collected by BOI Assistants regarding follow-up actions at the mission level on all approved BOI recommendations.
• Performs any other duties, as required.

Education
Advanced university degree (Master’s degree or equivalent) in public administration, finance, law, social science or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
At least seven years of progressively responsible experience in public administration, finance, law or related fields. Experience working at the United Nations or another international organization in this capacity is an advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in spoken and written English is required. Knowledge of French is an advantage.
