The PR (SCI) entered into a grant agreement with the funder (Global Fund) to implement the Young Women and Girls programme as part of the Country Programme being implemented by 5 other PRs among the 8 PRs appointed by the Global Fund for the financial Years 2016 -2019.
Soul City as the PR, through a competitive process appointed 7 sub recipients to implement the Young Women and Girls programme on its behalf. “A Sub-Recipient is a recipient of grant funds which performs any Programme activities that would otherwise be expected to be directly undertaken by the Principal Recipient within the scope of its responsibilities as implementer of the Program. This includes entities that the Principal Recipient may engage to fulfil its minimum capacity requirements, which are assessed by the Global Fund and set out in Global Fund Document “Guidelines for the Principal Recipient Assessment” (December 2, 2003)

Duration of Consultancy: 12 weeks and 15 days
Start Date: 5 June 2017 – 30 September 2017
General principle of contracting sub-grantees (Sub-Recipients)
- The contracted entity (SR) will be involved in the grant programme and have a specific scope of work, budget and reporting responsibilities
- It will have its performance measured against objectives and targets
- It will have some responsibility for decision making related to the programme area it is responsible for
- It will use the funds received to implement a set of activities rather than deliver goods or a particular defined service
- The duration of the sub award will be multi-year (2016 -2019)
The primary responsibility of SCI as PR is to:
- Assess the capacity of each Sub-recipient to implement Program activities and report thereon, makes such assessments available to the Global Fund upon request, and selects each Sub-recipient based on a positive assessment of that Sub-recipient’s capacity to carry out the Program activities that are being assigned to it and in a transparent documented manner
- Enter into a grant agreement with each Sub-recipient creating obligations of the Sub- recipient to the Principal Recipient (SCI) that are generally equivalent to those of the Principal Recipient under this Agreement, and which are designed to facilitate the compliance of the Principal Recipient with the terms of the Agreement entered into
- Maintain and comply with a system to monitor the performance of sub-Recipients and assure regular reporting from them in accordance with the Agreement entered into
- Monitor and evaluate the progress of the Program toward its objective, including the activities implemented by Sub-Recipients, in accordance with the monitoring and evaluation plan approved by the Global Fund. SCI shall ensure that it receives quality data regarding such progress and report accurately on the Program results

Soul City has assessed all the SRs and has identified that 3 of the appointed SRs are emerging/under capacitated SRs, which require support to develop their organisation to be able to operate professionally and to be enabled to meet all the requirements of operating an organisation but most importantly being able to comply to Global Fund requirements and expectation. Purpose of the Consultancy
The overall purpose of the consultancy is to build sustainable institutional capacity in 3 SR partners according to needs identified by/with the SRs. The main objectives are:
- Build the capacity of SRs
- The consultant will conduct a capacity assessment, identify the specific institutional capacity building needs of each SR, and develop and deliver a structured programme of training and one-on-one support to respond to identified needs
- Measure changes of capacity in the SRs
- Develop a capacity building plan to cover two years (2017-18). Over the course of the grant SCI will continue to provide support in the form of technical consultants to address specific capacity weaknesses for 5-days per SR every 6 months. To guide this future, work the SR Capacity Building Consultant will develop a plan which SCI can use to identify the subjects which the SRs will need help with in the future (and associated technical skills required by staff who will provide the necessary support to them)
Approach and Methodology
- Phase 1 – Preparation (2 days): Review relevant documentation and meet with SCI staff to allow the consultant to refine their plan and prepare for delivery
- Phase 2 – Meet with the SRs, assess needs and plan how to address them (10 days): Each SR is facing challenges, some different, some the same. The consultant will need to work individually to assess what are the priority needs at each SR in terms of reinforcing institutional capacity, including considering the support each SR has received/will receive from other partners. After the needs have been identified (in consultation with other donor partners of the SR) the consultant will develop a plan to provide training and support to each SR to address them. Where both SRs are assessed to have similar needs (e.g. improving reporting) the consultant may design trainings and workshops which will involve both partners. Where the needs are specific to only one SR the consultant may take a one-on-one approach with the partner, however it is expected that the consultant will divide his/her time evenly between the SRs
- Phase 3 – Create and deliver training courses and one-on-one capacity building support based on identified needs. During this phase the consultant will develop and deliver training courses/workshops according to the plan developed in phase 2. A budget is available to cover the costs of trainings and workshops organised by the consultant. The consultant will be expected to work closely with each SR over this period to better understand their needs and to provide one-on-one support when appropriate
- Phase 4 – Develop a capacity building plan to cover 2017-18 (3 days): During the final phase of the consultancy the SR Capacity Building Consultant will develop a tailored strategic capacity building plan to cover 2017-2018. This plan will be used as a basis for SCI to further develop the capacity of the SRs in house

A suggested timetable for the work is given below, however the consultant is expected to submit with their proposal for the contract a timetable based on their knowledge of the requirements and methodology they will adopt.

Consultant’s Profile
The consultancy will be conducted by an independent consultant. The consultant will demonstrate previous experience and expertise in building the institutional capacity of CSOs / NGOs and will have solid experience of facilitating relevant training and workshops. He/she is responsible for delivering quality deliverables in a timely manner.
Specifically, the consultant is expected to have the following expertise:
- Essential Skills and Competences:
- Appropriate tertiary qualification
- A minimum of five (5) years’ experience building the capacity of CSOs / NGOs
- Experience of conducting capacity assessments of CSOs / NGOs and measuring progress
- Experience of developing and delivering participatory trainings and workshops
- English proficiency, both in writing and speaking.
- Global Fund specific technical expertise
- Global Fund specific finance management and accounting expertise
- Desirable Skills and Competences:
- Technical expertise in one or more of the following areas: developing strategic plans; operations and logistics; human resource management; South African labour law;
- Previous experience working with CSOs in South Africa strongly desirable.
- An in-depth understanding of Global Fund grantee requirements is strongly desirable.
