Background
The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.
Currently, CRS Egypt has three main programs: the livelihoods program, interfaith peacebuilding program and the education assistance program for refugees. Projects under these programs range from the provision of technical assistance and capacity building to partners, and promoting peace and tolerance, to educational grants for refugees, and the protection of children who are victims of trafficking. Additional programming includes Emergency Preparedness and Response projects that arise as need be. A regional Management Quality unit assists the CP support department in developing and maintaining the highest level of operations standards.
CRS Egypt currently holds a main office in Cairo, and sub-offices in Maadi and Mohandessin.
CRS livelihoods projects are funded by the US Government’s Bureau of Population, Refugee and Migration. The project has provided support to over 800 refugee entrepreneurs through a variety of economic services that includes trainings, mentorships and provision of start-up grants. These start-up grants aim at supporting refugees with entrepreneurship skills to start small project for generating income along with package of financial and business capacity building programs.
Job Summary
The Caseworker Team Leader (CTL) will supervise and coordinate a group of caseworkers (CW) responsible for data collection, socio-economic assessments and analysis from the target population and target areas in order to assess and identify specific needs and build intervention strategies regarding refugee’s support plan. S/he will be responsible for field work planning, follow up, monitoring and reporting.
Specific Responsibilities
The incumbent will carry out the following functional areas:
Key Tasks:
· Train, supervise and coach the caseworker team, which includes a small team of volunteers.
· Plan and organize fieldwork of caseworkers that involves field visits to refugee businesses.
· Ensure caseworkers are conducting high-quality data entry; identify and troubleshoot data-related issues.
· Plan and implement project activities outlined in the detailed implementation plan.
· Facilitate, organize and support project activities, including research and monitoring, oversee work of the technical support as needed, personal assistance and capacity building for staff.
· Mobilize and suggest local actors for inclusion in the project.
· Establish and maintain excellent collaborative working relationships with local partners.
· Develop, review, and update data collection and other research tools.
· Adhere and remain compliant at all times with CRS policies and procedures and donor regulations.
· Advise management about issues affecting project implementation, or key local issues affecting future project developments.
· Share essential information, skill and knowledge within the team to ensure sound communication between staff regarding the project and its activities.
· Occasionally host donor representatives or CRS visitors, and represent CRS and the project to various internal audiences in relevant CP/LO.
· Participate in the design of upcoming livelihoods projects as needed and instructed by senior management.
· Perform other duties as required by the direct supervisor.
· Assist in project evaluations (including mid-term, final, after-action reviews or if applicable real-time Evaluations).
General Programming:
· Actively participate in the design and implementation of CRS projects, as needed and instructed by senior management.
· Participate in information sharing and transferring skills and knowledge within the CP when appropriate, and collaborate with other division managers to ensure sound communication with partners and project activities are implemented in all its cycles
· Provide support to other peers in the CP as needed.
Partners’ Capacity Building:
· Mobilize and suggest local actors for inclusion in the project, and maintain external relationships that will be beneficial to the project
· Establish and maintain excellent collaborative working relationships with local partners, serving as the main contact person between the next level management and the local partner by providing regular updates and maintaining field reports.
· Support local partner in organization, set-up and functioning, including here work plans, project implementation plans, technical assistance, monitoring and evaluation plans, and budget management, such as advances and liquidations for implementing partner organizations.
· Plan meetings with the local partner with set agendas and outputs, and monitor their activities in the field, including here compliance and financial monitoring. Work with them to find solutions and methodologies to overcome grant/project challenges
· Adhere and remain compliant at all times with CRS policies and procedures and donor regulations.
· Timely reporting to next level management as per strict reporting schedule all project concerns, questions, requests, and challenges.
· Advise management about issues affecting project implementation, or key local issues affecting future project developments.
· Occasionally host donor representatives or CRS visitors, and represent CRS and the project to various internal audiences in relevant CP.
· Maintain administration and filing systems for the project, including minutes, mailing, copying, etc.
Monitoring, Evaluation, Accountability and Learning Support:
· Contribute to the design and implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) Systems/Plan/Binder in accordance with CRS EMECA MEAL standards and priorities.
· Participate in development of MEAL Systems/Plan/Binders that is in harmony with CRS EMECA MEAL priorities.
· Implement MEAL activities to capture project progress, ensure accountability and the support of a learning environment
· Implement and if applicable support partners in the regular quantitative and qualitative data collection according to the timeframe and methods specified in project MEAL System/Plan/Binder.
· Support accountability mechanisms
· Use data for decision making, project communication and the capturing of lessons learned and best practices
Internal Coordination and Communications:
· Take part in regular team meetings, staff meetings, and program (technical) meetings with other implementing NGOs/Government agencies and institutions.
· Coordinate with other peers all activities in support of the grant/project.
· Undertake donor liaison in the field as required in support of senior management.
· Implement the MEAL activities to capture project progress, accountability and learning environment and it applicable work with partners to ensure consistent understanding and implementation of MEAL activities.
· Mediate as necessary among local actors during project life.
· Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.
· Help with the coordination of visits of CRS, donor and partner staff as needed.
· Ensure CRS representation to local government authorities and Donors related to grant/project.
Supervisory Responsibilities:
· Supervise and mentor grant/project staff working on specific-based activities/sectors.
· Ensure timely and quality adherence to CRS Performance Management System for all staff under his/her supervision.
· Preparation of employee job descriptions, performance plans and performance appraisals for projects officers/assistants that are engaged for specific clearly defined projects in coordination with other HOP and other program management.
· Ensure that CRS grant/project staff have the equipment and logistical support needed to carry out their roles/responsibilities.
· Contribute to the planning and implementation of capacity building for grant/project based staff.
Protection:
· Ensure completed Protection training module through CRSLearns (Staff Only);
· Familiarize themselves and staff with the Protection Policy;
· Sign the updated Code of Conduct and Acknowledgement of the Policy on Protection from Abuse and Exploitation;
· Report concerns of suspected exploitation or abuse in accordance with the Reporting Procedures.
· Assist staff/partners with:
o Signing the Code of Conduct or Protection Policy process to set standards of behavior;
o Establishing an in-country reporting mechanism for suspected cases of exploitation and abuse;
o Implementing investigating procedures;
o Accessing training materials;
o Establishing hiring procedures that include standards of protection;
o orientation of in-country new hires; and
o Establishing a process for obtaining a signed Code of Conduct from partner staff and project.

Position Requirements and Qualifications:
Professional Qualifications:
· 5 years of experience in related field.
· Minimum of three years’ work experience in development and/or emergency programs
· Prior experience with international, bilateral or multilateral organization.
· Strong ability to read and interpret policies and regulations.
· Fluency in written and spoken English with strong drafting skills.
· Ability to make oral presentations and write clear reports and guidance in English and Arabic.
· Skilled in MS Office Suite, including Word, Excel, Outlook, PowerPoint, and Internet.
· Seek and apply knowledge, information and best practices from within and outside Development Agencies.
Education:
· Graduate degree in a directly related field, such as operations research, quantitative analysis, etc.;
· Post degree in related field is preferable
· Significant work experience in a directly related field will be considered in lieu of a graduate degree
