Dexis is seeking an experienced Chief of Party (COP) for an upcoming multi-year regional contract with the United States Agency for International Development (USAID) West Africa Mission. The project will strengthen USAID/West Africa’s effectiveness implementing its projects; coordinating its activities; learning from its experiences; and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa region. This is a long-term position expected to start in 2017. The position is contingent upon award.

Responsibilities

  • Provide overall program management, including strategic vision and field team leadership; development and implementation of work plans, overseeing operational budgets and performance monitoring plans; liaising with the USAID mission, government officials, other donors and partner organizations; mitigating program risks, and ensuring achievement of program results and objectives
  • Serve as the main point of contact for the contract with USAID and implementing partners
  • Oversee the quality of timely reports, evaluations, analyses, assessments, and deliverables that meet USAID quality standards
  • In collaboration with the Mission and partner projects, develop CLA related tools and trainings including, organizational learning plans, knowledge sharing protocols, and learning platforms
  • Manage any subcontracts and grants with local partners, ensuring the quality and timeliness of deliverables

Qualifications

  • Advanced degree in related subject preferred
  • Minimum 15 years of experience providing technical guidance and oversight to M&E, learning and related activities for USAID-funded programs
  • Previous experience as a Chief of Party or Deputy Chief of Party on a donor-funded project with a strong reputation for developing excellent collaborative working relationships with counterparts, other contractors and international organizations and donors
  • Experience or familiarity with accepted best practices in CLA and M&E in non-permissive environments
  • Experience and demonstrated ability to successfully manage USAID awards and all reporting requirements, and knowledge of USG Federal Acquisition Requirements
  • Ability to successfully manage and develop staff in a multi-country and multi-cultural setting as demonstrated by past experience
  • Excellent presentation and oral skills, including training and communication.
  • Willingness and ability to travel throughout West Africa as required
  • Technical expertise in peace promotion, countering violent extremism, conflict mitigation, governance-related programming, preferably including previous experience in Francophone Africa
  • Professional proficiency in speaking, reading and writing in English, professional proficiency in French.
