The National Democratic Institute (NDI) is seeking a skilled Chief of Party, Political Parties based in Monrovia, Liberia. The primary responsibilities of the position will be to provide Chief of Party responsibilities with overall management leadership and technical direction to the anticipated USAID-funded political parties strengthening program in Liberia. A multi-year commitment is expected for this position. This position is contingent upon the availability of funding for the anticipated political parties strengthening program in Liberia and donor approval of personnel. The Chief of Party will liaise with NDI’s Senior Resident Director for Liberia and report to NDI’s Director for Central and West Africa. Primary Responsibilities - Provide overall management leadership and technical direction for NDI’s political parties strengthening program in Liberia, including the planning and coordination of activities at the grassroots, mid-level and national level to support established, and harness emerging, political leadership in Liberia;
- Establish and maintain strong working relationships with Liberian civil society and government leaders, as well as donors, implementing partners, and the international community;
- Manage a diverse team of project staff throughout Liberia, and provide technical assistance, as needed, to program partners and beneficiaries on political organizing, advocacy, conflict resolution and mitigation, policy and platform development, and strategic communications;
- Oversee program spending and the reconciliation of program expenses, ensuring adherence to NDI and donor financial rules and regulations;
- Provide day-to-day management and professional development of national staff and international consultants, ensuring that program activities are completed effectively;
- Ensure the timely submission of program materials, including work plans and regular reports that evaluate political, and program developments;
- Oversee the monitoring and evaluation of program impact, results and high-quality data collection, analysis and reporting;
- Liaise regularly with NDI’s DC- and field-based teams to ensure well-timed support for program activities and compliance with NDI and donor policies.
Qualifications - Bachelor’s Degree preferably in International Relations, political science or related subject, Master’s Degree preferred;
- A minimum of twenty (20) years total experience including experience in resource constrained countries, preferably in Africa, managing donor-funded programs, preferably related to political development;
- Prior experience as a Chief of Party for a major multi-year program in the field of democracy, human rights and governance;
- Demonstrated technical expertise in political organizing and engagement and/or violence mitigation; experience in gender mainstreaming and inclusion of marginalized populations strongly preferred,
- Demonstrated technical expertise and the management leadership experience necessary to implement large USAID-funded international democracy and governance development programs;
- Experience managing USAID-funded programs with large subgrant components;
- Demonstrated understanding of USAID reporting and monitoring and evaluation requirements;
- Ability to build, mobilize and lead a multidisciplinary team while managing the planning, technical direction, implementation, budgeting, compliance and reporting of democracy and governance programs in a complex political environment;
- Ability to define and address issues as they arise, and to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
- Demonstrated ability to work effectively with youth, civil society, political and government leaders, as well as members of the donor and diplomatic community;
- Demonstrated training experience and workshop facilitation skills;
- Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policymakers;
- Experience in results-oriented program design, strategic planning, and program evaluation;
- Proven capacity to communicate skills and experience to others as a trainer and advisor;
- Superior oral and written communications skills to effectively present information in a clear and persuasive manner;
- Extensive project management and coordination skills;
- Exceptional analytical skills for interpreting complex program and political issues;
- Experience working and living in Africa;
- Knowledge of Google applications, PC-based word processing, database and spreadsheet applications, and e-mail technology;
- Fluent in written and spoken English.
