Chemonics seeks a chief of party for the anticipated nine-year, $350 million to $400 million USAID Efficiencies for Clinical HIV Outcomes (ECHO) project in Mozambique. ECHO is dedicated to reducing HIV mortality, morbidity, and transmission while strengthening the capacity of Mozambique’s Ministry of Health to deliver high-quality HIV/AIDS services across the continuum of care. ECHO’s goal is to enable the government of Mozambique to achieve control over the HIV/AIDS epidemic by 2020 in provinces where USAID is the primary clinical-support partner. The chief of party is responsible for ensuring that the vision and strategic direction of the project will allow it to achieve its objectives and expected outcomes. The chief of party is also responsible for the overall planning, implementation, monitoring, and management of the contract’s performance. This position is based in Beira, Mozambique. Responsibilities include:

  • Provide leadership, management, and technical direction to the project while ensuring that it complies with USAID requirements, U.S. regulations, and Chemonics’ policies and procedures
  • Liaise with USAID/Mozambique, the government of Mozambique, the Ministry of Health, civil society organizations, and other local partners to coordinate activities and facilitate monitoring of and reporting on the project’s progress and achievements
  • Facilitate processes that bring multiple stakeholders together to address complex policy issues; advance collective action to address areas of concern
  • Identify issues and risks related to project implementation in a timely manner and suggest appropriate programming adjustments
  • Manage and supervise the work of project personnel, subcontractors, and grantees, focusing on core results, the achievement of work-plan targets, and timely implementation
  • Ensure all project assistance is technically sound and appropriate
  • Serve as the official point of contact for the project

Qualifications:

  • Advanced degree in public health, medicine, nursing, or a related field; a degree in medicine or a doctoral degree in a related field is preferred
  • Minimum of 15 years of experience working in the health sector and a record of measurable success managing high-paced, large, and challenging programs
  • Experience managing a program funded by USAID, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), or other U.S. government institutions is highly desirable
  • Demonstrated ability to monitor and evaluate programs
  • Demonstrated ability to perform at a senior policy level
  • Demonstrated ability to lead, guide, and supervise teams of a similar size with a similar scope of work
  • Demonstrated leadership, versatility, and integrity
  • Strong speaking and writing skills in Portuguese and English
