Description

DAI seeks Chief of Party (Project Director/Team Leader) candidates for an upcoming transboundary river basin management program in Southern Africa. Qualified candidates will have a mix of experience that illustrates technical expertise, knowledge of the regional context, and experience managing large donor-funded programs.

Responsibilities

The Chief of Party will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. Other responsibilities include:

  • Serve as principal liaison with USAID, multiple governments and community stakeholders on program communications and technical implementation activities
  • Provide technical and intellectual direction and leadership; direct critical technical activities/field support
  • Develop work plans for project activities; oversee development and implementation of Monitoring and Evaluating Plan
  • Provide timely and accurate reporting to USAID on all program areas
  • Present findings in both written and oral presentations as required
  • Coordinate program activities with other donors, national governments, international organizations and NGOs; represent the program activities with other USAID and partner organizations
  • Oversee all financial and administrative matters; and
  • Manage, lead, and oversee all staff in achieving project results; oversee the planning process and produce a strategic plan for project deliverables.

Qualifications

Applicants with the following qualifications are encouraged to apply:

  • Integrated water resource management (IWRM), with a focus on transboundary issues
  • Understanding of groundwater management, from both a technical/modeling and governance perspective
  • Experience applying surface and groundwater data to decision support activities with governing authorities
  • Background in water, sanitation, and hygiene (WASH), including small scale water infrastructure
  • Understanding of sustainable water use strategies across key industries, including agriculture, mining, industry, etc.
  • Sound grasp of how to apply climate and hydrological modeling to policy and decision support tools
  • Knowledge of how to integrate IWRM with biodiversity conservation outcomes across terrestrial, freshwater, and marine habitats
  • Experience engaging stakeholders in water management, including river basin management organizations, community water boards, and the private sector
  • Experience working with the Southern African Development Community (SADC), preferably on water management issues; and
  • Advanced degree and minimum of 10 years of experience managing large donor programs; USAID experience preferred.
