Proposal Objective:

USAID/Uganda seeks support in building its existing “Mission of Leaders” activity and undertaking other organizational development improvements that will fortify its performance in implementing its 2017 to 2021 Country Development Cooperation Strategy (CDCS) in an adaptive, iterative manner consistent with the Mission’s vision for Collaborating, Learning and Adapting (CLA). The specific purpose of the activity for which support is being solicited is to enhance the organizational effectiveness (to support results) and adaptive capacity (to effectively drive and implement change) of USAID/Uganda and, to a lesser extent, its development partners in order to increase USAID effectiveness in achieving the development results set forth in its 2017-2021 CDCS.

Position Description:

SI is seeking a Chief of Party to lead and manage the project administratively and technically, providing oversight on all activities. The COP will also lead activities supporting evaluation design. This is a full-time position will be based in Kampala for the duration of the project.

Responsibilities:

  • Serve as principal responsibility for management of all aspects of the contract and serve as the primary point of contract with USAID/Uganda on day-to-day implementation and management issues; supervising the work of all personnel assigned to tasks under the Contract.
  • Provide strategic vision and overall leadership, and ensuring the provision of timely, relevant, high quality services from both in-Uganda long-term staff and incoming short-term consultants.
  • Ensure timely information on the progress and status of all activities, including but not limited to the timely delivery of required reports in forms agreed to with USAID/Uganda; and ensure the USAID-compliance and integrity of Contract operations.
  • Conceptualize, deliver, and arrange for the delivery of high quality leadership and organizational development interventions for USAID/Uganda, its IPs and other stakeholders.
  • Facilitate USAID/Uganda’s internal and external collaboration, providing and arranging for the provision of organizational development support that will ensure that suite of direct service providers (support contractors) are operating collaboratively and productively
  • Ensure that Contract operations model (through the Offeror’s philosophies, approaches and behaviors) the iterative, flexible, adaptive management way of doing business that USAID/Uganda seeks to achieve itself and promote among its IPs, counterparts and other stakeholders.

Qualifications:

  • Advanced degree in related subject preferred.
  • Minimum seven years of experience in organizational development, adult learning or a related field.
  • Five years of experience in a management position, preferably with at least three years of experience managing USG-issued contracts or otherwise demonstrated knowledge of USG Federal Acquisition Requirements.

Desired Qualifications:

  • Three years’ experience living and working in developing country environments, preferably sub-Saharan Africa.
  • Two testimonials of organizational development; adult education, coaching and/or counseling; oral and written communication; facilitation; and similar skills.
  • Two testimonials of skills in leadership and management skills, particularly skills in adaptive management.
  • Three satisfactory past performance references from supervisors, subordinates and/or clients.
  • Satisfactory past performance references from former supervisors, subordinates and clients.
  • Fluency in spoken and written English.
