Department Overview
Pact seeks a Chief of Party (COP) for the proposed USAID-funded project entitled Swaziland Ready, Resourceful, Risk Aware (Triple R): OVC, Adolescent Girls and Young Women. The objective of the project will be to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), adolescent girls (AG) and young women (YW) in Swaziland. The project is expected to result in mitigation of the impact of HIV, reduction in new HIV infections, and improved HIV clinical outcomes for the above target groups.
Position Purpose
Reporting to Regional Vice President, the COP will be responsible for the overall management and operations of the project. She/he will supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID and key stakeholders and other implementing partners.
Key Responsibilities
Program Design, Management, and Oversight:
• Ensure smooth operations for the successful implementation of the program based on approved annual work plans for award program by providing effective oversight to program and financial planning, monitoring, evaluation, and reporting.
• Ensure Pact and partner compliance with all relevant donor rules and regulations.
• Participate in the technical and programmatic design of award and partner programs, including providing guidance on USAID/PEPFAR and SAG recommended methodologies and standards.
• Oversea annual work plan development, performance monitoring plans (PMPs), and country operational plans (COP) for submission to and approval by USAID/RHAP, PEPFAR and other donors.
• Coordinate and as needed conduct monitoring visits to grantee programs.
• Develop and implement systematized TA and monitoring processes and tools.
• Submit timely progress and financial reports to USAID and Pact headquarters.
• Represent Pact Swaziland in negotiating with donors and partners.
• Recruit, supervise and provide guidance and support to program management and administrative staff.
Grants Management:
• Administer Annual Program Statements (APS) and other grant mechanisms including soliciting, reviewing, awarding sub-grants and managing new partners; and ensuring compliance with donor regulations and proper monitoring, evaluation, and reporting of grantee results.
• Develop and implement an organizational and technical strengthening strategy that increases grantees’ capacities to monitor, evaluate, deliver and report on services, and that will support their sustainability.
Coordination and Collaboration:
• Serve as key representative to USAID; responsible for all communications with CTO and responses to USAID requests, etc.
• Ensure strong cooperation and collaboration with other USG partners, the Government of Swaziland, and other HIV/AIDS partners.
Basic Requirements
MPH/MPA/MBA or masters in relevant field
Demonstrated experience as a senior manager (a minimum of ten years) of complex USAID-funded grants programs, with in-depth knowledge of USAID rules and regulations.
Five years’ experience in managing HIV/AIDS programs and health related projects.
Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in Southern Africa including prevention of HIV transmission; improving access to voluntary counseling and testing; treatment of AIDS and associated conditions; care and support for AIDS orphans and other vulnerable children, adolescents and youth; HIV infected individuals (including palliative care) and their affected families; community mobilization and mitigation in resource-constrained countries.
Demonstrated experience with organizational development.
Strong program/grants management, financial, audit and computers skills, as well as strong written and oral communications skills.
Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
Knowledge of monitoring and evaluation systems.
Preferred Qualifications
At least five years’ prior grant management experience in Southern Africa.
At least seven years’ experience as senior staff in at least three of the following areas: child protection, economic strengthening, OVC, social protection, education, health, and nutrition, including HIV/AIDS care and support; social service systems strengthening; quality improvement/quality assurance; M&E; and operations research.
Strong management and communication skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
