ORGANIZATIONAL CONTEXT

• The ultimate aim of the IGO is to support the effective, efficient and accountable management of UNHCR operations and to play a positive role in upholding an environment of integrity in UNHCR by contributing to the maintenance of the highest standards of personal and professional conduct by UNHCR personnel, and all entities with contractual links to UNHCR.
• The Investigation Service, working under the authority of the Inspector General, has responsibility for carrying out investigations into possible misconduct within UNHCR and with any person or organisation which has a contractual relationship with UNHCR in a timely and appropriate manner with findings transmitted to the Inspector General.
• An important aspect of the position is to expand the IGO’s pro-active investigation capacity by reviewing and inspecting completed UNHCR funded construction projects which, in turn could lead to full-fledged investigations.
• The Civil and Construction Inspector reports to the Head of the Service (Investigation) and works on reviewing and inspecting specific completed construction projects assigned to him or her by the Head of Service.
• The incumbent of this consultancy must be able to operate independently and to the highest standards of impartiality and integrity as investigation cases may lead to the imposition of disciplinary measures on individual UNHCR staff members and/or potential legal actions against vendors or implementing partners.

FUNCTIONAL STATEMENT

Accountability (key results that will be achieved)

• Timely and efficient participation in inspection of completed UNHCR funded construction projects where construction experience and expertise is required.
• Findings are reported timely and professionally to the head of Investigation Service.

Responsibility (process and functions undertaken to achieve results)

• The incumbent will provide specific expertise on construction inspection;
• The incumbent will start by reviewing the available documentation (including plans, drawings, specifications, bill of quantities, change orders, etc.) related to specific completed UNHCR construction projects with a view to assess the possibilities (risks) of fraud;
• The incumbent will write reports detailing the conclusions reached and specifying which projects would merit a physical inspection;
• The incumbent will travel to identified construction sites upon approval from the Head of Service to physically inspect the construction projects assessed as presenting a high risk of fraud;
• Prepare reports based on the available documentary evidence and the physical civil and construction inspection findings. These reports will constitute the basis on which the Head of the Investigation Service will decide on the initiation of an investigation;
• The incumbent will assist a lead investigator during investigative missions resulting from the collection of evidence indicating a prima facie case of fraud and as such participate in interviews and in report drafting;
• The incumbent will be required to write reports highlighting managerial issues (control weaknesses) that would need to be addressed to strengthen the controls related to civil and construction works;
• Liaise with different units within UNHCR; e.g. country offices, DPSM etc. in relation to civil works and construction inspection.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

• University degree in Architecture, Civil-Engineering, quantity surveyor or other appropriate discipline.
• At least 10 years (8 years with advanced university degree) relevant experience in the construction/ engineering field.
• Knowledge of construction procurement;
• Prior experience of construction projects in humanitarian context and/or large scale emergencies.
• Experience in implementation processes (including development of bill of quantities, analysis of local capacity and local markets, cost estimations, etc.)
• Experience of construction management (including site supervision, monitoring, quality control, evaluation etc.)
• Ability to communicate clearly and effectively, both orally and in writing, including the preparation of clear and concise reports.
• Honesty and integrity in the highest degree.
• Resourcefulness, initiative, maturity and judgment.
• Ability to work effectively in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES

• Knowledge of French desirable;
• Proficient in basic computer software’s, including engineering (AutoCAD) tools;
• Experience with UNHCR procurement system;
• Previous experience with UN/UNHCR would be an asset.
