Proposal Summary:

The five-year USAID Learning Contract will help USAID/Uganda strengthen its performance and, to a lesser extent the performance of its implementing partners, in collaborating, learning and performing in order to fortify the impact and sustainability of USAID-supported contributions to Uganda’s development.

Position Summary:

MSI seeks a mid- to senior-level civil engineer to serve as a ready source of advice, guidance and other support to improve the design and implementation of USAID/Uganda-funded construction activities. This is a short-term technical assistance position requiring intermittent work over a period of five (5) years. Candidates must be resident in Uganda or available to travel periodically to Uganda to provide intermittent assistance.

Responsibilities:

  • Help ensure that USAID/Uganda is compliant with U.S. Government law and regulations, USAID policies, and Ugandan law, policies and regulations relevant to construction and environmental protection.
  • Help ensure the integrity of USAID/Uganda-funded construction projects.
  • Working with the social scientists and MSI staff, help USAID/Uganda ensure that construction activities benefit from effective social soundness analysis, community input into construction activities, and appropriate social soundness implementation practices.
  • Draft scopes of work (SOWs) for, help select, arrange meetings and site visits for, and deepen the work of visiting engineering teams and individuals funded by USAID/Uganda.

Qualifications:

  • Master’s degree in engineering required.
  • Minimum of seven (7) years of experience applying engineering expertise to construction projects in developing countries, preferably those funded by donors.
  • Experience with USAID or another donor.
  • Working knowledge of and experience with USAID construction and environmental protection policies, regulations and procedures.
