  1. Background

Africa UNiTE Kenya Chapter is part of the regional component of the UN Secretary General’s Global UNiTE Campaign to end violence against women (VAW). The goal of the Africa UNiTE Kenya chapter is to raise public awareness, stimulate behavior change and increase political support, coordination and resources to respond to national issues related to violence against women and girls.

The Chapter brings together various civil society organizations key government bodies and institutions that include the police, Teachers Service Commission, as well as the UN Joint Programme on Gender Equality and Women empowerment (UNJPGEWE). The chapter started out as a Campaign but has since translated into a movement with over 30 members with partners implementing their organizational priorities as well as taking lead in the AUKe movement activities. Africa UNiTE Kenya Chapter has been progressive especially in consolidating the voice against gender based violence in Kenya. Though partnership challenges notwithstanding, the Chapter has recorded improved partner coordination and joint implementation of select activities.

2.1 LVCT Health

LVCT Health is an indigenous Kenyan NGO working across Kenya with a focus on HIV and GBV prevention and response. LVCT Health provides technical assistance to government, civil society and private sector partners in strengthening responses to HIV prevention and care and sexual and reproductive health interventions. LVCT Health’s gender based violence (GBV) interventions in Kenya span research, policy advocacy, and service delivery areas. Through LVCT Health, Africa Unite was funded to implement a program on ‘strengthening national and county government measures in addressing GBV’.

2.2 Men Engage Kenya Network (MenKen)

Men Engage Kenya Network is a registered national network comprising organizations and individuals committed to engaging men and boys in promoting gender equality. MenKen seeks to contribute to GBV prevention, sexual reproductive health promotion including HIV prevention, promotion of positive fatherhood and building capacities through implementation by its member organizations. Our vision is to have a Kenyan society free of all forms of gender inequalities. MenKen is a member of the Africa Unite Kenya Chapter and the lead organization in implementing the development of the AUKe best practice document under the above program being implemented by LVCT Health.

3.0 Overall consultancy Objective:

  1. Development of a document detailing the project’s best practices in implementation of Africa UNiTE joint activities on GBV, achievements, lessons learnt, challenges encountered resultant best practices.

4.0 Specific Objective:

  1. Undertake a desk review on Africa Unite Campaign, Africa UNiTE Kenya Chapter and the key insights on the context of GBV in Kenya
  2. To document in brief the journey by Africa Unite Kenya chapter, achievements, Challenges ,Lessons Learnt and Resultant Good Practices for the i)chapter ii) the member organization and iii) stake holders.
  3. Make recommendations on how to strengthen the movement and keep it going, undertake future project implementation and provide insights on future priorities for the network based on current outcomes

5.0 Target Audience

The document will capture information from the following AUKe partners

  1. The UNWOMEN
  2. Chapter members with a focus on the 3Ps of AUKe including male involvement within the chapter. That is;
  • The PREVENTION of violence against women and girls
  • The PROMOTION of justice and ending impunity
  • The PROVISION of services to survivors of violence
  1. GBV prevention and response duty bearers who have engaged with AUKe
  2. AUKe initiatives beneficiaries including survivors of GBV
  3. General public who have engaged in AUKe activities as directed by AUKe members

6.0 Scope of Work

The consultants are expected to gather information on AUKe activities’ implementation, derive good practices including organization specific best practices and develop a designed document detailing this.

7.0 Specific Tasks

The consultant will be required to:-

  1. Provide a concept outlining the methodology and process to be used in undertaking this assignment.
  2. Develop tools to be used in gathering information from AUKe members
  3. Undertake a desk review(as per the objective) and share a synthesis report
  4. Undertake the specific interviews as guided in the above objectives
  5. Analyse the information collected and generate best practices from the activities implementation and its outcomes
  6. Present findings from the desk review and field research to AUKE Kenya chapter members for validation.
  7. Design the best practice document for AUKE.

8.0 Deliverables for the Consultancy;

  1. Submit an inception report
  2. Detailed work plan for the task
  3. Facilitate a stakeholders workshop for collection of information from partners for the best practice document
  4. Conduct interviews with key stakeholders
  5. Generate a best Practice Document on GBV programming based on Africa UNiTE (AUKe) Projects’ Implementation, fully designed, with a collection of photos. It should not be more than 20 pages.
  6. Generate recommendations for movement building and strengthening based on the best practices as well as future priorities for AUKe
  7. Facilitate a stakeholders validation workshop for the best practice document

9.0 Qualifications and Competencies

The consultant/consultancy firm should have the following qualifications and competencies:

  1. Degree in communication, social & development, a degree in Gender studies is an added advantage.
  2. Excellent writing and narration skills.
  3. Proven and extensive experience in documenting work relating to sexual and gender based violence
  4. In-depth knowledge of the context of GBV in Kenya; GBV policies and priorities for Kenya.
  5. Knowledge of the operations and dynamics of networks and consortiums in development work
  6. Experience in working with civil society organizations and Non-governmental organizations
  7. Language proficiency: fluency in English and Kiswahili is mandatory.

10.0 AUKe support for the assignment

The Consultant will be responsible to the consortium lead- LVCT Health, with technical support from the lead organization -Men Engage Kenya Network.

AUKe will also provide the following:

  1. Documents of reference relevant to the assignment including background information of AUKe, membership, its activities, and previous reports of project implementation.
  2. Logistical and administrative support to the consultant while undertaking the assignment including assisting in scheduling for interviews and accompanying the consultant to the interviews
  3. Support in the review of the proposed consultancy approach, interview template and work plan process and final deliverables of the consultancy in addition to ensuring quality
  4. Organize review and validation meetings

11.0 Duration of consultancy.

The assignment will take a maximum of 15 days comprising of 10 days for information gathering, 3 days for the actual document development and 2 days for document presentation, review, finalization and submission. Proposed commencement dates 3rd April 2017

12.0 Expression of interest

Consultants interested and meet the above requirements should submit their proposal that include the following:

  1. A profile of the consultant highlighting the relevant experience in doing similar work OR the CV of the consultant highlighting how they meet the requirements.
  2. Samples or evidence of previous work done that are similar to this consultancy.
  3. The consultant understanding of the TOR and methodology of how they intend to carry out this assignment.
  4. Proposed budget indicating the number of days, tasks and costs per main task inclusive of VAT
  5. Indication of availability to start and undertake this assignment
  6. Contacts of at least 2 organizations previously supported with similar assignments.
  1. Payment

The payment will be made upon satisfactory completion of the work and delivery of the final designed best practice report
