Objectives

The objective of the three month consultancy is to draft a coherent and high quality CPD document, based on inputs provided by the Country Office. The report should follow FRG guidance to the letter and meet all requirements. The consultant will also coordinate version control of the document, incorporating feedback from regional technical advisors throughout January 2018.

Methodology & Expected Output

  • The consultant is expected to conduct a desk review including the current SITAN, Programme Strategy Notes, Draft results framework 2018-2022, regional priorities, UNICEF strategic Plan, Vision 2030 of the government of Kenya, the Kenya UNDAF 2018-2022 and all corporate guidance on CPD writing.
  • An initial draft of the CPD document should be ready for review by 10th November. Feedback from the CO should then be incorporated before the final draft of the document by 01 December
  • All supporting documentation to the CPD (Consultation schedule, ‘What’s at Stake document’ etc) will be produced by the consultant.

  • Version 0 Country Programme Document 2018-2022 – 10th November
  • Version 1- Draft Country Programme Document 2018-2022 – 01 December
  • Version 2 – Final Country Programme Document (Regional Office feedback incorporated) – 23 January

Consultancy Requirements

Education

  • A minimum Masters’ Degree in Social Sciences or related subject especially with a focus on child rights, development, or literature.

Work Experience

  • At least 7 years of work experience;
  • Experience working on CPD documents in a UNICEF or other UN agency context
  • Demonstrated experience in high-level report-writing, and/or publications in peer reviewed journals
  • Demonstrated excellence in writing high quality copy (writing sample to be provided)
  • Demonstrated experience of working to tight deadlines
  • Experience working on Kenya and issues affecting children in Kenya a distinct advantage
  • Strong analytical and critical thinking skills
