BACKGROUND:

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC is committed to bold leadership, innovation and creative partnerships. Active in public health, education, livelihoods, women’s empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home.

IRC entered Nigeria in October 2012 in response to a widespread flood disaster. Since then, the IRC has expanded its scope and size of the programs as new areas became accessible after prolonged conflict and insecurity, in Adamawa and Borno States.

Project Description

Funded by OFDA, the Reproductive Health (RH) and Women’s Protection and Empowerment (WPE) sectors are implementing a joint program to integrate services for women affected by the crisis in Borno state. Services are provided in Comprehensive Women’s Centers (CWCs) in Internally Displaced Peoples’ (IDP) camps in Monguno, Konduga and Gwoza LGAs. The following services are provided:

Led by the WPE sector:

  • Psychosocial support services
  • Life skills
  • Adolescent Girls Empowerment courses
  • Gender Based Violence case management
  • Community Sensitization

Led by RH sector:

  • Family Planning
  • Antenatal Care
  • Post Abortion Care
  • Safe Deliveries
  • Post Natal Care
  • Prevention and Treatment of Sexually Transmitted Infections
  • Clinical Care for Sexual Assault Survivors
  • Community sensitization and referral.

A. Terms of Reference

The consultant will be responsible for developing information, education and communication (IEC) tools to sensitize communities on the importance of the above-mentioned services.

These tools will be used primarily by service providers (case workers and midwives), community mobilisers, community volunteers and traditional birth attendants (TBAs). They will communicate key messages to increase communities’ understanding of RH and WPE topics and encourage them to access CWC services. These tools will be accessible to different strata of society, such as community leaders, women, men, adolescent girls and boys and should be accessible for illiterate people.

These tools will increase community’s understanding on the following themes:

  • The importance of Family Planning, the different methods of contraception and their advantages and side-effects.
  • The importance of ANC and PNC for the wellbeing of mother and newborn
  • Key symptoms of pregnancy complications, abortions (miscarriages) and STIs and where to seek medical care.
  • The advantages of giving birth in facilities rather than at home.
  • The importance of seeking medical care within 72 hours of sexual assault so as to prevent HIV and unwanted pregnancies.
  • The harm caused by GBV/SGBV with serious adverse effects on wellbeing of individual, family and community.
  • The best way to support GBV survivors and help them in physical and emotional recovery and healing.
  • The promotion of positive attitudinal changes towards GBV survivors and understanding of the negative impact of harmful traditional practice.
  • Access to services through referral pathways.
  • Community empowerment to provide feedback for accountability.

The consultant will be responsible for:

  1. Running assessments and focus group discussions in targeted communities.
  2. Using assessment and focus group findings to develop culturally sensitive key messages and working with a local artist to develop appropriate visual imagery to accompany these messages.
  3. Testing these tools in the targeted communities and adjusting them as required
  4. Provide details on how each tool is to be used.
  5. Conduct a two-day training community mobilisers and community volunteers on their use.

Suggested workplan and expected time frame:

Phase 1:5 days

  • Consult with teams on their experience of conducting community mobilisation.
  • Develop Assessment tools and Focus Group Discussion (FGDs) questionnaires
  • Train teams on conducting FGDs

Phase 2:15 days

  • Conduct assessments in Konduga, Monguno and Gwoza (one week in each)

Phase 3: 10 days

  • Analyse the results of the assessment and FGDs
  • Develop key messages
  • Develop visual imagery to accompany key messages with a locally-hired artist

Phase 4:10 days

  • Pilot the tools in targeted communities
  • Adjust tools accordingly
  • Oversee printing
  • Conduct a two-day training on their use

Deliverables:

  1. A set of IEC tools covering the above-mentioned themes with the following specification:

v An electronic set of images/pages that can be printed either together as a comprehensive tool such as a flipchart calendar; or as individual tools such as posters or other medium, as required.

v Each image/page will have key messaging on the back-side.

v Each image/page will represent one key message. A list of these key messages will be developed during the assessment and FGD phase of the consultancy, however it is expected that approximately 30 key messages will be required to appropriately cover the above mentioned themes.

  1. A brochure on services provided at the CWCs.
  2. A CWC banner.
  3. RH and WPE banners for specific international celebrations.
  4. A two-day training on the use of the tools.

Requirements:

  • Fluent in Hausa, Kanuri, and English.
  • Business, advertising, anthropology or other relevant background.
  • Experience with similar projects (eg. Focus group discussions, interviews, developing education materials etc).

Expected Start Date: On/about August 15 , 2017

Expected Completion Date: On/about September 24, 2017

The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
