Background

A strong social protection system is fundamental in reducing the vulnerability of poor families and communities as it strengthens their livelihood conditions as well as their capacity to respond to shocks, while also increasing access to essential services. The current social protection system in Angola is weak and, to date, there is no large scale national programme in place able to effectively redistribute resources to the millions of Angolans who remain trapped in poverty. However, this may soon change; as the new National Social Assistance Policy (NSAP) awaits its final approval and the government is engaged in strengthening and scaling up social protection programmes.

APROSOC, a EU-funded Social Protection programme that started in 2015 and will be implemented until 2019, has two components. The first focusses on institutional strengthening and capacity building at the main social affairs ministry, MINARS (Ministério da Assistência e da Reinserção Social) and is implemented by a consultancy consortium led by the firm Louis Berger. The second component is managed by UNICEF and is entitled SIMSAP (Support to the Implementation of the Social Assistance Policy).

As a part of SIMSAP, UNICEF is supporting government’s efforts towards strengthening and expanding social assistance to the poorest and most vulnerable part of the population, ensuring that the government can benefit from the highly qualified technical assistance required to build a successful national system that takes advantage of the lessons learned in other countries. For example, UNICEF is supporting MINARS designing and piloting the MAS (Municipalização da Acção Social) to deliver social services closer to the most vulnerable citizens, as well as exploring the best international practices on social assistance through the introduction of new instruments, such as cash transfers. UNICEF is also working with academia and civil society to strengthen their collaboration with the Government.

The MAS is intended to support the Municipal Administrations in Angola to do planning at local level, rally and more effectively allocate scarce resources and ensure both a more strategic and a more personalized approach to a broad range of key social services for the most vulnerable groups living in those areas. In doing this, the project will also give the administrations more tools to manage their municipalities in the context of the process of ongoing decentralization of governance in Angola. A concept of the MAS has been developed with the project partners, and is preparing to move into the two-year pilot stage in mid-2016 with centers in 6 municipalities of the three pilot provinces of Uíge, Moxico and Bié. It will be necessary to set up a dedicated communications campaign to raise awareness about the MAS and bring necessary stakeholders on board. In this phase of finalizing the MAS concept and starting the operationalization of the model, there is a need for high quality transversal support in the area of communication and organization of a wide range of activities related to the MAS.

Besides the MAS, the SIMSAP project also has extensive work planned in other areas such as the setting up of a Cash Transfer pilot programme with the government, the development of a Management Information System and Single Registry for Social Action, the Implementation of a Civil Society Engagement Strategy in the Social Sector, and the implementation of a broad and multiple-stakeholder Research and Studies agenda. For all these areas the engagement of an energetic and dynamic consultant is required to provide transversal support to communication, advocacy and partnership engagement. Different communication products need to be prepared and disseminated for advocacy and motivational purposes to an internal audience of key project stakeholders and counterparts. Advocacy is needed for a strong social protection system in Angola and to demonstrate the success of cash transfers experiences and the MAS as a new model for decentralized social action will be key for the success of the project.

Scope of Work

SIMSAP hence seeks to acquire the services of a consultant with experience in social development and relevant organizational skills to support Communication Specialists in the implementation of communication plans and strategies. The consultant shall also provide transversal support to the organization of a range of foreseen advocacy, awareness raising and experience sharing events.

The consultant shall follow up on the SIMSAP Visibility and Community Plan, the Communication for Development (C4D) plans and other communication and advocacy strategies linked to the project. They shall be primarily responsible for following up on the execution of these plans and foreseeing obstacles to their implementation as well as identifying and seizing further opportunities for advocacy and visibility whenever relevant.

  1. Deliverables

In line with the above objective, the consultant is expected to produce the following deliverables:

  • Develop an operational one-year plan that identifies all the needed communication activities and materials to support the project implementation and fulfill SIMSAP visibility needs. The document should be prepared in coordination with SIMSAP partners and include:
  • Key messages
  • Production and implementation chronograms
  • Digital strategy
  • Products specifications
  • Materials distribution plan
  • Activities dissemination plan
  • Media relations strategy
  • Support design and production of all visibility and advocacy products (brochures, flyers, roll-ups, banners) and promotional products (calendars, activists’ outfits etc.).
  • Design a package of digital infographics to support the dissemination of the core messages that support the programme.
  • Coordinate the development and production of different audiovisual products for social networks, broadcast and screening in other project events and activities.
  • Coordinate the development of a thematic photo library covering all the components and areas of work of the project, including human interest stories.
  • Coordinate the design and development of other digital tools such as website and digital newsletter.
  • Support the establishment and execution of two specific Communication and Advocacy campaigns for key workflows of the programme, one for municipal social services and the other on Cash Transfers
  • Support the preparation of the Communication and Visibility Reports for the EU and for Project Partners
  1. Timeframe &

The expected time for completion of the activities and tasks listed above is of 6 months. The one-year communication plan should be finished and approved within the first month of the consultancy and the other deliverables produced and delivered as indicated in the plan.

Travel

The Consultant will based in Luanda, UNICEF Angola office Social Policy sector; however field visits are planned to Uige, Moxico and Bie.

  1. Management Arrangements

Under the direct supervision of the Chief of Communication in close coordination with the UNICEF Social Policy Specialist and in collaboration with and communication colleagues, the consultant will develop a work plan, to be monitored on a monthly basis.

This consultancy will be based in Luanda. Payments for this consultancy will be based on a monthly basis and will be based on submitting an invoice and report demonstrating the successful completion of monthly deliverables.

  1. Qualifications of consultant

Consultant should demonstrate that he/she can meet the following requirements:

  • Advanced university degree in Communication, Journalism, Public Relations. International Relations with emphasis on communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
  • At least 2 years of progressively responsible and relevant professional work experience in communication, print, broadcast, and/or new media. International and national work experience for international candidates or Field work experience for candidates locally recruited. Background/familiarity with Emergency situations.
  • Relevant work experience in Sub-Saharan countries.
  • Specific knowledge of the Angolan context is an asset.
  • Previous working experience with UNICEF is an asset.
  • Full command of spoken and written English and Portuguese.
