Background and Justification

IOM Kenya in partnership with the National Coordination Mechanism on Migration (NCM) in Kenya under the Ministry of Interior and Co-ordination of National Government is in the process of implementing the programme Better Migration Management (BMM) managed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and funded by the European Commission and co-funded by the German Federal Ministry of Economic Cooperation and Development. The BMM programme takes a regional approach and aims to improve migration management, in particular to reduce the trafficking and smuggling of migrants within and from the Horn of Africa. The intervention is based on four components: (1) to strengthen national governments in pursuing a whole of government approach to migration and border governance (2) to strengthen the capacity of all institutions and agencies responsible for migration and border management; (3) to improve the identification, assistance and protection of victims of trafficking (VoT) and vulnerable migrants, especially women and children, in the Horn of Africa; and (4) to raise awareness of alternative livelihood options including safe migration.

Under the above Component 1 (policy harmonization and cooperation), IOM will contribute to develop comprehensive national migration policies. One of the key recommendations made during the NCM consultative workshop on the draft Migration Policy held in March 2017 was to review and update the “Migration in Kenya – A Country Profile 2015″. The data and key update will be crucial to finalize the Migration Policy. It is therefore an urgent need to review and to keep abreast with any emerging trends in migration and border governance.

Specific Tasks

Under the general guidance of the Head of Kenya Country Office and direct supervision of the IOM Programme Manager and other key colleagues, the Consultant will be responsible providing oversight in the completion of a migration profiling updating exercise for Kenya in 2017 version and the completion of the report.

In particular he/she will;

  1. a) Provide expert guidance to the Technical Working Group (TWG) on the implementation of the migration profile update for Kenya.
  2. b) Conduct an analysis of the latest policies, legislation, regulations, guidelines, and institutions relevant to the governance of migration and migration data management in Kenya and draft section of the migration profiling assessing the same.
  3. c) Draft the migration profile update.
  4. d) Facilitate a validation workshop for the draft migration profile update.
  5. e) Incorporate inputs from the validation workshop, edit and finalize the migration profile report for 2017 in line with IOM and international editing standards

Core Deliverables

Phase I:

By the end of 2nd week

  • Inception brief inclusive of proposed methodology and proposed work plan.
  • Recommendations for chapters/sections to be reviewed and updated.
  • A consultative meeting with the Technical Working Group (TWG).

Phase II:

By the end of 4th week

  • Review and update the migration profile with the TWG.
  • Draft updated profile is shared and sent out for comments and recommendations from the NCM, IOM, BMM and key stakeholders.

Phase III:

By the end of 11th week

  • First draft of updated migration profile shared during the validation workshop.
  • Incorporate inputs from the validation workshop.
  • Final copy of the edited migration policy submitted to IOM for publication

Education and Experience

  1. a) Completed Master’s degree from an accredited academic institution preferably in Law, Political or Social Sciences, International Affairs, or related fields;
  2. b) Fluency in both written and spoken English and knowledge of migration desirable;
  3. c) Excellent drafting ability and analytical skills, in particular the ability to draft papers of high quality primarily in English;
  4. d) Proven experience as a trainer, facilitator, and presenter on the topics of migration;
  5. e) At least seven years of knowledge and experience in practical in research or in migration governance and previous experience in migration-related research is an advantage;
  6. f) Experience with raising awareness in the public domain and working with governmental institution is required;
  7. g) Experience in data management, including good knowledge on databases and electronic tools.

Language

Fluency in both written and spoken English is required.
