Background and Justification

UNICEF has a clear mandate to contribute to efforts for WASH in urban areas, and especially so in poor urban areas. The UNICEF 2016-2030 Global WASH Strategy recognizes delivering adequate and affordable WASH in poor urban communities as a major challenge. Urban WASH is one of the three new areas of emphasis in the WASH Strategy. A greater engagement in urban areas will help ensure that children are reached wherever they are. This is particularly so due to the shift in demographic patterns, with over half the world population living in urban areas and growing disparity of access to water and sanitation in urban areas. It is also becoming clear that water and sanitation services in urban areas are crumbling, and are increasingly unable to serve growing urban poor populations. In this environment, an equitable approach to programming must increasingly include the urban poor.

UNICEF is involved in a wide range of U-WASH programmes globally. In 2009 for example, UNICEF conducted an internal survey involving 101 countries which had WASH activities. Out of the 53 country programmes responding, 45 had some kind of U-WASH activities. The five most common activities done the countries that responded were: Behaviour change (100%), enabling environment – related to supporting policy development (91%), WASH in Schools (77%), emergencies (73%), and service provision (73%). These activities were largely based on UNICEF’s traditional areas of expertise. In the ESAR, some countries like Zimbabwe and Ethiopia are significantly involved in Urban WASH programming. However, there has been need to be more strategic in urban WASH programming at UNICEF to optimize results for children.

A number of staff and stakeholder consultations have been conducted since 2009. Based on these consultations, current global trends and the current (2016-2030) UNICEF WASH Strategy recommendations and taking into account UNICEF’s expertise and added value, the following five Programming Areas have been proposed as key entry points for UNICEF’s U-WASH global programme: (1) Advocacy, coordination and leadership (2) Environmentally sustainable WASH (3) Humanitarian WASH (4) Innovations in Urban WASH and (5) Financing and Partnerships (Draft UNICEF Urban WASH position paper, 2016). Implementing Urban WASH programming in ESAR will have many organizational, staffing and funding implications. It is however of strategic importance to first strengthen internal capacity to manage this relatively new element of WASH programming. Most WASH programming in ESAR has been in rural areas and what works in rural settings cannot be simply transferred to urban situations. We need to build capacity of the WASH staff in ESAR in Urban WASH programming. Currently, there is no training course on Urban WASH in UNICEF, hence this training. Countries will also need further support to initiate/enhance their Urban WASH programming, which will also be part of the consultant’s tasks. **

Scope of Work

  1. Goal and Objective:**

The purpose for the consultancy is to build WASH staff capacity in ESAR to effectively undertake urban WASH programming in the ESAR COs.

Specific objectives are to:

  1. Review and consolidate training materials for the Urban WASH training (Relevant training materials from Open University already available)
  2. Conduct a training workshop based on the developed training programme involving at least 20 WASH staff from ESAR to enable them effectively undertake Urban WASH programming in the COs
  3. Provide strategic guidance to enhance Urban WASH programming in at least 3 COs in ESAR
  4. Provide details/reference to AWP areas covered:

This assignment is directly related to the WASH 2017-2018 Work Plan Deliverables 4 and 14, with 3 specific activities

  1. Activity 9: Develop an Urban WASH training programme in ESAR to build staff capacity in areas of WASH specific to urban contexts,
  2. Activity 21: Train at least 20 staff selected from COs engaged/planning to be engaged in urban WASH programming using the developed Urban WASH training module in collaboration with UNICEF’s Supply Division and PD.
  3. Activity 22: Technical support and guidance to at least 3 countries involved in urban WASH programming to enhance the urban WASH programme
  4. Activities and Tasks:
  5. Based on the existing materials from Open University and others, as may seem appropriate, review and consolidate training materials for the Urban WASH course.
  6. Develop an innovative training strategy with a good mix of discussions, groupwork, practicals, theories etc and clearly outlined learning objectives.
  7. With support from other UNICEF staff, conduct the training to at least 20 CO staff in 3-4 days workshop in one of ESAR Countries, most likely Ethiopia
  8. Provide feedback to any follow-ups from participants in the training course
  9. Conduct an Urban WASH programming review in 3 COs (could be done remotely) and provide strategic advice to improve the programming.
  10. Work relationships:The consultant will work closely with WASH UNICEF staff in the regional office and country offices to prepare course materials for the course, conduct the course and offer support to selected countries on Urban WASH Programming.

Desired competencies, technical background and experience

  1. Advanced degrees in WASH, public health or closely related field or equivalent professional experience
  2. Demonstrated ability to develop and conduct training programmes
  3. Strong knowledge of UNICEF programming and the global WASH environment
  4. Experience of WASH programmes in the ESAR region and other regions, including urban aspects
  5. At least 8 years of relevant experience in Urban WASH
  6. Good interpersonal and communication skills
  7. Ability to establish and maintain strong and effective working relationships
  8. Personal contacts/networks in the sector
  9. Excellent planning and facilitation skills
  10. Demonstrated track-record and documentary evidence of conducting similar work
  11. Excellent command of English (both oral and written)

Administrative issues / Travel

The ESARO WASH section will provide access to information and country level contacts and will be accessible via email or in person throughout the contract period. Progress meetings will take place virtually or face-to-face at least once every month.

The consultant will be provided with office space, working materials, information resources and appropriate office equipment, including IT services.

Tentative travel plans are shown in the table below, subject to revision after the inception phase.

As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

The consulting team selected will be governed by and subject to UNICEF’s General Terms and Conditions for institutional contracts.

The consultant team will be expected to provide their own office space and equipment, although office space can be provided in ESARO on an ad-hoc basis when required.

All travel cost are to be expressed in the consultants all inclusive financial proposal.
