Freetown WASH Consortium (FWC) programme led by Oxfam is a partnership of four international NGOs (Action Contre la Faim – ACF, Concern Worldwide, Oxfam, and Save the Children). This Consortium funded by DFID has been working to improve use of WASH services by low income and vulnerable communities in Western Area Urban and Western Area Rural Districts of Sierra Leone since 2010. Currently in third phase (Oct 2016- March 2019) the new FWC programme directly supports Government of Sierra Leone’s pro poor WASH interventions as part of the President’s 24 month Post Ebola Recovery Programme.
As FWC enters into a new WASH programme in an evolving Post Ebola Recovery environment it is vital for FWC to develop a new advocacy strategy that will guide the Consortium to bring about desired changes as outlined in the new WASH programme. FWC programme intends to utilize service of an external consultant who will be working closely with programme team to facilitate the strategy development process and develop a three year FWC Advocacy/Learning Strategy.
Oxfam therefore invites interested firms and individuals with requisite capacity and experience to undertake the above consultancy. The particulars of this consultancy are as herebelow.
PURPOSE OF THE NEW STRATEGY DEVELOPMENT
To develop FWC advocacy/learning strategy that reflects current country context and emerging WASH issues
- A comprehensive context analysis of the WASH subsector in Sierra Leone and in particular of Freetown
- Identification of key WASH issues, key messages and action plan
- Key strategic choices, including approaches to achieve the goals and objectives
- The strategy should clearly embrace a human rights-based approach to WASH service delivery and evidence of analysis of prominent gender related WASH issues
EXPECTED OUTPUTS BY THE CONSULTANT
- Inception report developed that include a clear plan, with timelines for delivery of the Task
- Advocacy/Learning strategy development workshop session plan prepared
- FWC advocacy strategy developed that clearly spells out key WASH issues that will be identified for influencing, key messages and action plan jointly agreed by FWC partners
- Validation of document with FWC partners
- Common understanding developed among FWC partners on Consortium’s Advocacy/Learning strategy and engagement approaches
METHODOLOGY
The entire process will be done through a participatory method that will engage FWC partners’ technical staff, advocacy focal persons of respective partner organizations, local CSOs and other key WASH stakeholders. It is suggested that following steps will be considered by consultant as part of the strategy development process:
Some suggested participatory methodologies are:
- Consultative workshops with key stakeholders
- Consultative interviews
- Review of relevant WASH documents
- Review of various evaluation reports
CONTRACT PERIOD
FWC Advocacy/Learning Strategy development process is expected to be complete within 20 working days and tentative time period for this consultancy is 6 February – 26 February 2016.
CONSULTANT’S PROFILE, DOCUMENTS REQUIRED FOR APPLICATION
- The consultant should have at least 8 years of experience of facilitating and designing advocacy strategy preferably for WASH programmes
- Preferred education qualification is Masters in sociology, political science or any related subject
- The consultant must have excellent analytical and English writing skills
As part of the application process, the prospective consultant will be required to submit a technical proposal along with a draft work plan and a financial proposal for the proposed work. Additional information required include:
