Background
The UNDP/GEF funded Strengthening Climate Information and Early Warning Systems (SCIEWS) project is being implemented in 11 Least Developed Countries in Africa including Uganda. The overall objective of the project is ‘to strengthen the weather, climate and hydrological monitoring capabilities, early warning systems and available information for responding to extreme weather and planning adaptation to climate change in Uganda.’ This will be achieved by delivering two integrated and complementary outcomes
- Enhanced capacity of the Department of Meteorology (DoM) and Department of Water Resource Monitoring and Assessments (DWRM) to monitor and forecast extreme weather, hydrology and climate change.
- Efficient and effective use of hydro-meteorological and environmental information for making early warnings and long-term development plans.
The SCIEWS project is being implemented by the Ministry of Water and Environment(MWE) , with the Uganda National Meteorological Authority (UNMA) as the lead partner, among others: the Directorate of Water Resources Management(DWRM); the Office of the Prime Minister (OPM) Department of Relief, Disaster Preparedness and Management; Ministry of Agriculture, Animal Industry and Fisheries; the Ministry of Local Government; the Ministry of Finance Planning and Economic Development; and the Uganda Communications Commission. Implementation of the project commenced in March 2014 and is expected to end by December, 2017.
Rationale of the Consultancy: The UNDP/GEF funded SCIEWS project is building capacity of different Ministries and Agencies to collect and analyse data and generate information for early warning. However, there is lack of Information Education and Communications materials tools and manuals for National and Local level Early warning disseminations, and Training of Trainers training for efficient and effective use Early warning Bulletins and alerts.
This consultancy is necessary to develop and operationalize a toolbox for disseminating early warning at the national and local levels. This includes a gender sensitive trainer Manual on the use of communication tools for disseminating early warning messages.

This consultancy is expected to be carried out within Kampala, with field visits to Bududa, Amuria and Moroto districts in order to engage the District Local Government in the formulation of its deliverables. The Consultancy is expected to take 30 working days within three months.

Overall Objective of the consultancy: Develop an EWS dissemination national and local toolbox (hazard specific tools) including a gender sensitive trainer manual on the use of communication tools for disseminating early warning messages.
Specific Objectives
- Develop multi-hazard Early Warning Communications (IEC) tools for dissemination of national and local level Early Warnings and Bulletins;
- Develop a gender sensitive trainer manual on the use of communication tools for disseminating early warning messages.
Duties and Responsibilities
Detailed Activities
- A desk review of relevant documents on DRM, Meteorology and Early warning including gender;
- Develop and presentation of inception report;
- Consultations with the DRR implementation stakeholders on communications and Early warning;
- Field visit and Consultations with the district local governments;
- Design a Multi-hazard Education and Communications materials;
- Develop a gender sensitive training manual for the Early warning IEC tools;
- Presentation of draft reports;
- Presentation of final tools and manual.
Deliverables
- Interviews and consultations with relevant stakeholders and target groups among others OPM, UNDP, DWRM and UNMA Uganda communications Commission;
- An inception Report for the consultancy;
- Draft Tools and manuals;
- Final reports and Manuals.
Timetable for the Consultancy
- Desk Review of relevant documents and interview with Implementing partners- 5 days;
- Preparation and presentation of the concept document- 5 days;
- Developing of draft tools and manual- 7 days;
- Presentation of tools and manuals to selected districts- 8 days;
- Preparation and presentation of manuals and multi-hazard IEC tools to selected committee- 5 days;
- Submission of final approved Tools and manuals.
Consultancy Implementation Arrangements
The Consultant will be supervised by as well as report to the Commissioner for disaster preparedness and management in Office of the prime minister, or his designate and will be facilitated through the Project Management Unit for his/her day-to-day and field requirements including: transport, per-diems, stationery and other logistic needs.
Competencies
The training of technicians will be carried out by the National consultant, at the OPM in Kampala and Bududa, Amuria and Moroto. The selected Consultant should demonstrate past experience in developing Information Education and Communication (IEC) tools and training manuals at national and sub-national levels. He/she should have the following experiences, competencies and skills
Core skills
- Knowledge and skills in Environment, Gendered Disaster Risk Management, climatology and Meteorology;
- Designing, conducting and evaluating training manuals and programs;
- Computational and Analytical skills.
Required Skills and Experience
Education
- A PhD or Master’s degree in related fields preferably in Environment and Natural Resources, Climate Change, Disaster Risk Management, / Meteorology;
- A Postgraduate qualification in gender is an added advantage.
Experience
- 5 years of relevant working experience in disaster, early warning, meteorology, Environment management or related disciplines;
- Good knowledge on District Local government operations;
- Proven experience in conducting training as an individual or as a team;
- Familiarity with weather and water resources management and operation related disasters in Uganda;
- Working experience with UNDP or the UN system in general will be an added advantage;
- Proven experience in report writing and drafting training manuals.
Language skills
- Excellent ability to communicate in English both written and spoken, and to work in a team.
Price Proposal and Schedule of Payments
Payment shall be by the lump sum modality in the following 3 instalments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components:
- Upon signature of contract by both parties and presentation of an approved inception report (1 week after signing of contract) – 30%;
- Presentation of acceptable and approved Draft report,(1 month after signing of contract) – 30%;
- Submission and acceptance of Final Report, and manuals and manuals (2 months after signing the contract) – 40%.
Evaluation Method and Criteria
Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable, and;
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
- Technical Criteria weight; – 70%;
- Financial Criteria weight; – 30%.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

- Education (Advanced degree or Natural Resources Management) – 10;
- Language skills – 5;
- Knowledge of the Water Resources Management – 10;
