In-Country Project Officer: Women’s and Children’s Rights at Moroccan Children’s Trust (MCT) 134 views3 applications


Duration of post: 1 year

Hours: Full-time – 5 days per week

Remuneration: Lodging and half-board will be provided, as well as all work-related in-country

travel; the post-holder will also be paid a locally-appropriate salary.

Supervision: The project officer will be supervised and supported by the MCT Managing Director,

who has overall responsibility for the delivery of MCT’s projects in Morocco.

Moroccan Children’s Trust

The Moroccan Children’s Trust (MCT) is a small UK-registered charity, with a board of directors

drawn from the UK and Morocco. It aims to offer support and assistance to disadvantaged families

across southern Morocco, through community projects that empower local people to change

their lives for the better. MCT’s main partner in Morocco is Fondation Amane pour la Protection

de L’Enfance, a Moroccan registered NGO based in Taroudannt, Souss-Massa.

MCT works closely with FAPE on several interconnected programmes which aim to improve the

support given to vulnerable children in Souss-Massa:

  • Provincial and Regional Advocacy Programme: supporting government officials to

implement the national policy objective of an integrated child protection system, both

through a discussion-action cycle with provincial officials at the tribunal, and through

research and recommendations generated by a regional strategy group of NGOs,

convened by UNICEF and led by FAPE

  • Deinstitutionalisation Action Research: A one-year programme working with a range of

professionals who have contact with vulnerable children, aiming both to deliver education

on deinstitutionalisation and child protection systems, and to generate a new

understanding of how to make progress in these areas

  • Fostering Programme: A pilot programme in partnership with the Moroccan Ministry of

Justice and 4 other NGOs, aiming to place children who are currently in residential care

into high-quality, well-supported foster placements

Women’s Project

MCT and FAPE run a women’s project, based at Centre Amane, which supports the most

disadvantaged women in Taroudannt to help one another to make positive changes in their lives.

The project is based on the model of participatory women’s groups, and we are currently

considering different proposals for expansion of the project to different areas of the province.

Research

MCT works in partnership with the faculty of ‘Law and the Family’ at Université Ibn Zohr (Agadir)

to undertake research projects that examine the circumstances, needs and challenges of children

and families in difficult circumstances. The first major participatory research project examines the

thoughts and feelings of children in residential care about the idea of non-kin fostering, and this

is due for completion in 2017.

Job Description

Child Protection Advocacy

  • Support the president of FAPE by representing MCT/FAPE at strategy meetings
  • Participate in the planning and discussion of collective advocacy activities,
  • Develop relationships with other NGO and public actors
  • Develop communications related to MCT’s child protection work
  • Actively look for opportunities to develop MCT/FAPE’s plan for supporting the

development of a child protection system

Projet D.A.R

  • Support the project D.A.R coordinator with the implementation of the project where

needed (research, planning, evaluation, write up of the research study)

  • Support the project D.A.R coordinator to manage the grant

Women’s Project

  • Work with social work support officer on opportunities for the women’s group’s

current members, and the plan to develop new groups

Research

  • Support and manage any research volunteer placements with MCT
  • Coordinate with external researchers working with MCT/FAPE
  • Help to advance MCT’s research strategy by exploring how expansion of the research

portfolio could advance MCT/FAPE’s wider strategy

Foster Care

  • Support the project manager with the implementation of the foster care project:

coordinate the research elements where possible

  • Support the development and evaluation of policies and procedures, making use of

research into best practice

  • Support the project coordinator with advocacy elements of foster care project
  • Support the evaluation of the foster care project year 1

Person Specification

This position would be suitable for a recent graduate looking to gain wider experience in the

international development sector

Essential

University degree

Fluency in either Moroccan Arabic or French

Excellent communication skills

Strong basic IT skills, including the use of spreadsheets and presentation software, eg

PowerPoint

Demonstrable ability to work well in teams

Previous experience of working across cultural/linguistic boundaries

An interest in qualitative research with disadvantaged communities

Desirable

Post-graduate degree in international development, sociology, geography, or a related field

Previous experience of working on qualitative social research

Previous experience of working with vulnerable children and families

Knowledge of Amazigh (Berber) languages, or modern standard Arabic
