PATH Senegal works in partnership with Ministry of Health towards improving the health of the Senegalese population.

Since 2001, PATH has collaborated with government leaders, communities, health care workers, and other stakeholders to identify and deploy innovative approaches to combat malaria and other infectious diseases, strengthen health systems, improve reproductive health, and address the growing threat of non-communicable diseases.

Going forward, PATH will continue to expand its work and partnerships in Senegal to strengthen health systems, improve services, and bring high-quality care to women, children, and communities.

The Country Representative will report to PATH Head of Europe and West Africa and provide robust office and project management support to ensure effective and efficient delivery of all country activities on time and within budget.

Specific duties include:

  1. Management and Coordination

  • Oversee PATH’s office activities in Senegal; manage and coordinate with internal and external stakeholders
  • Manage, coach and support project and administrative staff
  • Oversee site-appropriate IT systems to ensure communication among teams (e.g. email list serves, shared folders, etc)
  • Facilitate staff meetings, management team meetings,
  • Nurture office cohesiveness and a healthy office culture that encourages initiative, innovation, and collaboration, consistent with PATH’s mission and values
  • Serve as liaison between the PATH office in Senegal, based in Geneva and project teams to facilitate optimal functioning of projects being implemented in Senegal

  1. New business development

  • Identify and pursue opportunities for development and expansion of PATH programs, in collaboration with Head of the regional hub, Global Engagement, Essential Medicines, Technology DI (?) and Public Health portfoliosReview pipeline of new projects with Regional Head on a regular basis, to support new business development strategy
  • Meet and network with in-country donors and other health INGOs and partners to pursue new funding opportunities
  • Create innovative partnership with the private sector to initiate business development and funding opportunities, and expand PATH’s activities impact.
  • Develop concept notes, proposals and promotional material for Senegal office, in collaboration with Regional Head, fundraising, and global communication teams

  1. Operations

  • Monitor overhead and facilities budgets and expenditures, in close collaboration with regional and Headquarters colleagues
  • Ensure PATH complies with all relevant country laws and regulations and organization’s global procedures and policies.
  • Ensure all necessary actions related to PATH’s operations in Senegal, including MOU, investment plans, accords de siege and the submission of required progress reports.
  • Serve as contracting officer through established RSA and bank signatory for the Senegal office.
  • Serve as emergency response authorized leader for the Senegal office (may delegate).
  • Execute deeds and contracts with public and private agencies that relate to PATH’s operations in Senegal, and oversee relationship with landlord and vendors, and any needed maintenance for the Senegal office (may delegate some of this to Administration and Finance Manager.)

  1. Project support 

  • Provide inputs on technical and program summary reports for internal and external audiences, including reports to the donor, and articles for publications
  • Support Responsible Project Manager to manage relationships with project partners
  • Provide management and technical support to project teams
  • Act as performance manager for program coordinators
  • May serve as program coordinator

  1. Human Resources

  • Work with Regional Head and HRBP on annual salary adjustments for local staff, annual benefits review, talent management and promotion projections
  • Contribute to recruitment and retention of new talents
  • Establish and maintain close working relationships with senior staff of peer organizations to share and learn from experiences
  • Support the orientation of new staff, including administrative aspects of new hires
  • Together with HR team, ensure alignment of PATH HR practices with PATH HR policies and relevant Senegal labor laws and practices

  1. Representation

  • Establish and maintain close working relationships with relevant offices of the Government of Senegal
  • Represent PATH externally to relevant ministries, international agencies, collaborators, other NGOs, and the donor community in Senegal
  • Represent PATH at the Association of International NGOs (ONGIS)
  • Represent PATH and the project as an “ambassador” at local and international meeting and events.

Required Experience

 

Experience and qualifications required

  • Post graduate degree in a health or medical related field would be of strong asset
  • At least 5-7 years work experience in a management position
  • Strong project management experience and use of appropriate project management tools/technologies
  • Proven ability to deal with complex situations and relationships, to use influence versus authority to develop and implement mitigation strategies
  • At least 3 years’ experience working in public health
  • stakeholder landscaping and grant writing experience would be of great benefit
  • Experience in establishing and monitoring performance criteria of direct reports
  • Ability to educate, motivate and advocate amongst peers, staff and external stakeholders or clients
  • Demonstrated skill building and managing strong relationships with employees and leaders in a West African context
  • Excellent organizational skills, including scheduling, prioritizing, tracking, and reporting on progress.
  • Proven success providing excellent client service to employees on HR matters across a wide range of HR disciplines
  • Track record of bringing a solution-oriented approaches to partnering with clients and teammates.
  • Demonstrated effectiveness working efficiently, productively, and with urgency in a fast-paced environment.
  • Ability to communicate effectively while managing multiple constituencies.
  • Proven skill applying analytical reasoning and sound judgment.
  • Fluent in French and English with excellent business writing skills
