Background

Oxfam has obtained institutional donor funding for a new program on disaster risk reduction in the Great Lakes region. The Program, “Disaster Risk Reduction in the Great Lakes region: towards a leading role of local actors” aims at building on the capacities of local organisations, authorities and communities, enabling them to take a leading role to reduce conflict and disaster related risks, to mitigate their impact and to better prepare to respond. The Program aims to achieve three objectives: first, to make disasters and conflict-related risks better understood by local stakeholders and to strengthen coordination and information sharing mechanisms at local level; second, to make local actors better prepared to respond and to take a leading role in humanitarian crises; and third, to enhance the capacity of local communities to absorb and adapt to shocks through mitigation measures and low-risk livelihoods diversification.

The Role

We are looking for an energetic and experienced Program Coordinator with DRR experience who can generate energy, overcome challenges and meet clear deadlines. A leader who is good at negotiating relationships with resolution, flexibility and self-confidence and above all will ensure that the entire Program is delivered on time, with high quality and in compliance with donor requirements.

The Program Coordinator heads the Program Management Unit and provides a functional and or matrix management steer to the different country based Program Teams that consist of project managers, technical advisors and support teams in the 3 countries of implementation (Burundi, the DRC and Tanzania).

This position will be based in Nairobi with frequent travel to the countries of implementation (and possibly Belgium).

The Program Coordinator position reports to the Regional Humanitarian Coordinator based in Nairobi and will also have functional links with the Institutional Partnership Manager/ the contract holder based in Brussels.
