Position Summary:

 

Creative Associates seeks a Deputy Chief of Party (DCOP) for an upcoming donor-funded economic growth project in Egypt. The DCOP supports the Chief of Party (COP), acts for the COP as needed and described above, and carries out any other tasks assigned by the COP to ensure proper management of the Contract.

Reporting & Supervision:

Reports to Chief of Party

Expected Outcomes:

  • Successful implementation and sustainability of university career centers in Egypt to provide career counseling and employment services to students;
  • Establish systems for analyzing labor market trends for students, university management, and the private sector;
  • Support Creative’s business growth in Egypt by effective project management and strengthening client relations.

Primary Responsibilities:

  • S/he will provide leadership and direction for the activity to ensure effective project management with COP;
  • Support the  strategic vision;
  • Support the fiscal and procurement integrity and high quality and timely submission of deliverables ensure compliance with USAID and USG rules and regulations;
  • Supervise project personnel and support overseeing UCCD personnel training programs;
  • Liaising with university administration teams to address sustainability issues; and
  • Ensuring that each UCCD delivers quality student services and effectively uses local private partner resources.

Required Skills & Qualifications:

  • A Bachelor’s degree in Public Policy, Higher Education, Administration, International Development, Business, Communications, or a relevant field from a recognized university;
  • A minimum of fifteen years of professional experience in the successful implementation of higher education and/or human and institutional capacity development programs;
  • A minimum of 10 years of international experience leading capacity development programs that involved collaborative design and implementation across multiple institutions;
  • Proven experience working private sector engagement in the Egyptian context and programs using technology for development;
  • Proven leadership in the administration of similar sized international donor technical assistance projects, or universities and with skills in strategic planning, management, supervision and budgeting;
  • Experience working collaboratively with host country governments and the local private sector, and coordinating activities with those of other donors;
  • Experience managing culturally diverse teams and working with counterparts from other cultures;
  • Excellent oral and written English language communication skills and
  • Fluency in Arabic and English with a thorough knowledge of the Egyptian higher education system.
