Under the « Support to Malaria Control in DRC» project called DEFEAT MALARIA funded by the Department for International development (DfID), ASF/PSI is recruiting a Deputy Chief of Party.

The Deputy Chief of Party assists and reports to the Chief of Party and is a member of the Senor staff of ASF/PSI. He/She coordinates the activities of the various components of the project and provides support and supervision to the Team Leaders/ Technical advisors for the project’s components.

Responsibilities:

Under the supervision of the Chief of Party of the Support to Malaria Control in DRC Project, and in accordance with the procedures and regulations in place, the Deputy Chief of Party of the DFID Project is responsible for the following:

  • Support the chief of party for all matters related to the project’s implementation and represents the Chief of Party as required;
  • Contribute to the design and development of strategies, interventions, business plans;
  • Develop partnership with the various malaria stakeholders in the DRC;
  • Supervise Operational monitoring and evaluation of activities and performance of malaria control activities;
  • Conduct technical coordination of the various project activities under the supervision of the Chief of Party;
  • Liaise with other ASF / PSI malaria control activities among the various PMI, Global Fund and DFID projects.
  • Contribute to the design and implementation of large-scale LLIN distribution activities and innovative approaches implemented by the program (school and community) with a social marketing component, in close collaboration with DFID and Government entities of the DRC;
  • Contribute to the design and implementation of activities to promote greater availability and accessibility of ACTs in the private sector, working closely with DFID and R & D government entities;
  • Contribute to the analysis of bottlenecks for the development of the ACT market in the DRC by exploring the demand and supply of services;
  • Collaborate with the project’s partner Swiss TPH in the design and implementation of capacity building for government entities, particularly in the use of information to fight against malaria;
  • Monitor capacity building of national staff in analyzing and interpreting data available for guidance in decision-making on malaria control;
  • Provide support for the development and submission of quarterly, annual periodic reports, including narrative and financial reports and other project reports, to ensure high quality and compliance with donor requirements And PSI;
  • Prepare the annual work plan in collaboration with the Project Manager and the entire project team;
  • Respond to other tasks designated by the Chief of party;
  • Ensure close monitoring of the project’s financial management in collaboration with the Department of Finance, the Senior Project Financial Analyst and the regional team based in Washington

Competences and Experience :

The candidate for the position of Deputy chief of party for the project “Support to malaria control in DRC” called DEFEAT MALARIA should have:

  • A degree in public health, epidemiology or equivalent in social science;
  • At least 5 years experience in public health and / or social sciences;
  • Experience working in the field in the fight against malaria is a major asset;
  • Good experience in health project management with major partners (USAID, DFID, Global Fund, etc

Required Skills:

  • Very good analytical skills;
  • Very good organizational skills;
  • Good knowledge of the DRC health system;
  • Proficiency in at least Word, Excel, Powerpoint and Outlook software and a data analysis tool;
  • Ability to work as a team;
  • Ability to work in a multitasking and under pressure environment;
  • Ability to set and reach personal goals;
  • Ability to manage complex priorities with divergent requests;
  • Good communication skills;
  • Very good verbal and written skills to communicate clearly and accurately in French and English;
  • Multidisciplinary team supervision experience;
  • Uncompromising integrity and morality;
  • Traveling under difficult conditions to supervise sites within the country.

Contract duration:

The contract for this position will be for 24 months renewable.

The contract will be started by agreement between the parties according to the date of signature of the contract.

PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.
