Description:

FHI 360 is seeking qualified candidates for the position of Deputy Chief of Party (DCOP) for an anticipated USAID-funded HIV and AIDS care and treatment project. The DCOP will be responsible for overseeing all programming, including ensuring quality planning, scheduling, and delivery of activities in line with the budget. The DCOP works with sub-awardees to decide on targets, oversees the development and execution of community action plans, monitors the implementation of the work plans, works with the Technical Director to facilitate operational capacity building initiatives, and supports coordination with local government and other key partners. The DCOP directs and supervises senior program staff and consultants.

The position will be based in Pretoria, South Africa, and will report to the Chief of Party. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Job Summary / Responsibilities:

• Provide overall program management leadership and expertise in the planning, development, and implementation of program strategies and activities
• Take the lead in development of annual workplans, budgets, and other documents required by the donor
• Direct the drafting and editing of reports, press releases, communication products (flyers, posters, leaflets, booklets, health worker job aids, etc.), and other documents, as required
• Lead the response to the specified deliverables and goals of the project, ensuring achievements in a timely manner and in full support and compliance with FHI 360 and USAID award requirements
• Supervise a team of senior program and technical staff for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members
• Identify and deliver technical and program capacity development and training needs and resources among project staff, partners, government counterparts, and beneficiaries, and coordinate capacity strengthening assistance provision
• Conduct day-to-day management and oversight of the sub-award portfolio, including monitoring of funding and compliance performance of sub-awardees, as well as programmatic fulfillment of their roles in the project
• Promote sustainability of project activities with effective networking, coordination, and linkages to other programs, partners, and counterparts; conduct capacity building of project staff and institutional strengthening of implementing partners, community-based organizations, and other civil society organizations (CSOs)
• Represent the project in national meetings, conferences, and coordination platforms
• Act in place of Chief of Party when needed

Qualifications:

• Minimum of a Bachelor’s degree, or international equivalent (Master’s degree preferred), in international public health, behavioral or life/social sciences, human development, environmental health, education, communications, international development, or related field
• Minimum of five years of NGO project management experience and experience implementing international development programs; demonstrated experience managing complex projects that are strategic in nature and international in scope; experience managing service delivery and capacity building projects
• Experience in HIV/AIDS care, treatment, and/or support programs, preferably in South Africa, or Sub-Saharan Africa
• Ability to provide programmatic and financial oversight, ensuring quality programmatic and financial reporting; demonstrated ability to convert technically complex concepts into plain language
• Articulate, professional, and able to communicate in a clear, positive manner with clients and staff
• Excellent team player with good skills in team work and consultative approach to decision making; proven leadership of diverse teams and crisis management; proven coaching, facilitation, and communication skills
• Outstanding English-language skills, both spoken and written
