JSI Research & Training Institute, Inc. JSI currently seeks a dynamic and highly experienced Deputy Chief of Party (DCOP) for a possible position with the USAID-funded HIV Prevention, Care and Treatment project in West Africa. The project will focus on providing accessible, replicable, high quality HIV services for key populations (KP) including female sex workers (FSW) and men who have sex with me (MSM); supporting and compiling research and program evaluation in the region to improve the policy environment for HIV/AIDS programming, and building the capacity of CSO’s and local NGOs to continue the work. Should JSI be the successful bidder, this will be a full-time position based in Lome, Togo. The Deputy Chief of Party will report to the Chief of Party.
RESPONSIBILITIES
- Assist the COP in providing technical leadership and managerial direction, including mentoring of technical teams and ensuring linkage and communication between the technical, financial and operations teams;
- Assist the COP in providing strategic direction to the project, setting and attaining goals and workplans for implementation;
- Ensure compliance with the agreement results and all reporting requirements;
- Provide administrative supervision for all staff and consultants;
- Ensure smooth implementation of project activities;
- Design management systems with standard operating procedures to implement all activities to be undertaken with funds provided in the agreement;
- Maintain consistent contact with and among all partners (including USAID, MOH, civil society, private sector) to ensure stakeholders are updated on project progress;
- Manage knowledge management activities, in coordination with the COP; and
- Serve as Acting COP in the prolonged absence of the COP.
QUALIFICATIONS
- Master’s Degree or higher in public health, international development, business administration, social sciences, or a closely related field is preferred;
- At least 12 years of experience implementing and managing large, complex projects involving multiple partners, in/for developing countries, of which at least 5 years has been spent in a senior project management role of projects with similar scope, size and complexity;
- Extensive direct supervisory experience over teams of at least 5 people;
- Excellent writing and communication skills required;
- Experience in West Africa strongly preferred;
- Fluency in French and English.
Salary commensurate with experience.
