Proposal Objective:

SI is preparing a proposal for an upcoming, five-year, USAID-funded monitoring and evaluation activity in Zambia focused on the health sector. The purpose of the activity is to provide the USAID/Zambia Health Office, implementing partners, local partners, and the Government of Zambia stakeholders with improved data systems and utilization. The project is anticipated to being in April 2018.

Position Description:

SI is seeking a Deputy Chief of Party/ Senior Evaluation Advisor to support the Chief of Party in overseeing and leading all program activities and deliverables of the monitoring and evaluation program in Zambia. The DCOP/Sr. Evaluation Advisor will report to the COP, and be responsible for oversight and quality of the technical monitoring and evaluation activities under the project. This position will be full-time and based in Lusaka, Zambia.

****Please note: This is a local only position. Only candidates with Zambian citizenship will be considered. **

Responsibilities:

  • In coordination with COP, lead and manage all monitoring and evaluation technical work conducted throughout the life of the activity.
  • Plan, manage, and lead all relevant monitoring and evaluation deliverables stipulated in the SOW, including, but not limited to, assessments, performance monitoring, data quality verification and evaluation of the output and outcome results.
  • Evaluation responsibilities include the following: design, quality development, and production of evaluations reports and any assessments, population based surveys and studies; including the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
  • Ensure that short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.

Qualifications:

  • Advanced degree in public health, social science, international development or related field required.
  • Minimum of ten years of experience in leading an organization, in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills.
  • Demonstrated familiarity with health management information systems highly desirable.
  • Ability to supervise a team to complete tasks on time and on budget.
  • Demonstrated ability to maintain high levels of quality and timeliness within teams of consultants and internal staff.
  • Excellent data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, etc.
  • Proven successful leadership in an intercultural team environment in a development context.
  • Technical knowledge and understanding of the design, implementation, and management of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.

Exceptional proficiency in written and spoken English is required, as is a demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products.
