  • Coffey, in partnership with McKinsey is looking for a Deputy Team Leader for the Nigeria Infrastructure Advisory Facility (NIAF III)

The Programme

NIAF III is a four year DFID-funded programme starting in 2018. Building on the success of the two earlier phases of the Nigeria Infrastructure Advisory Facility (2007-2016), NIAF III will provide high quality embedded and short-term expertise to Nigerian government and regulatory counterparts to support improved delivery of infrastructure services. The core team will be based in Abuja, with travel to other Nigerian states as necessary.

The Position

The DTL will support the Team Leader in establishing and leading the central team within NIAF. The DTL will work with project team leads to monitor project status and ensure timely execution of deliverables set within project scope. The Deputy Team Leader will also provide ongoing coordination support for respective project teams in urban development, trade logistics energy, and cross cutting.

Major responsibilities:

  • Define detailed responsibilities of the NIAF Project Management Unit
  • Provide technical and managerial leadership in the development of NIAF annual action plan and its implementation
  • Build relations with various government entities during the inception stage to increase awareness of NIAF
  • Set up infrastructure for NIAF daily operations
  • Produce inception report detailing set up of governance structure, management and communication arrangements within NIAF project;
  • Maintain full financial records and prepare quarterly and financial reports and submit to DFID for review and endorsement
  • Maintain contract execution tracking log
  • Coordinate planning and monitoring of project activities and support coordination between respective teams
  • Ensure effective budget and programme monitoring and that any modifications are in line with the project objectives
  • Prepare quarterly and annual progress reports
  • Support the risk expert on developing simplified indicators and formats for monitoring of risk and value for money
  • Provide on-going leadership, capacity building and mentorship to the overall project management unit
  • Manage relationships with, and provide progress updates to, key stakeholders as and when required
  • Develop the monitoring and evaluation framework/system design necessary for complete project oversight

The Person

  • A Master’s degree in areas of power, infrastructure, capital project or PPPs
  • Senior leader with 20 years of professional experience, including 8-10 years of experience supporting large infrastructure project, with evidence of impact and successful results
  • A track record directing large teams and development of project delivery solution
  • Management experience of large, multi-stakeholder projects preferably with DFID and other donor agencies
  • Management and technical experience working with implementing partners on NIAF key areas
  • Previous experience working in Nigeria, with strong connections with stakeholders active in the NIAF space would be of asset
  • Demonstrated previous experience building impact oriented and high performing  teams
  • Previous experience supporting DFID programmes is highly preferred and evidence of demonstrated impact
  • Proven experience of managing relationships in complex organisations with multiple stakeholders
  • Excellent communications and people skills
  • Demonstrated willingness to be flexible and adaptable to changing priorities

When David Coffey saw the potential for geotechnical engineering in the 1950s, it was a little understood discipline rarely used in Australia. It was a pioneering profession, yet to make inroads in this growing country.

Seeing its value, David travelled to Canada where he lived and worked, honing his craft and building his skills as a geotechnical engineer.

Returning to Australia in 1959 to start his own business from his Sydney home, he launched Australia’s first geotechnical engineering firm. Coffey was born, bringing innovation and insight to projects throughout Sydney.

We’ve been breaking new ground since the very beginning.

It took just four years for Coffey to lead the market, edging out competitors that had arrived from overseas. By the mid-1960s, we were working across Australia and continuing to grow.

In the 1970s, Coffey ventured overseas, creating new opportunities for the company. But it was during the 1980s that Coffey really expanded. New work saw us grow, while strong financial management ensured stability. Our offices in Kuala Lumpur and Bangkok were opened and the future looked bright.

In 1990, Coffey International Limited was listed on the Australian Stock Exchange.

We spent the following decade steadily growing as we transitioned from a private to public company and further developed our reputation for technical excellence. In the early 2000s, we embarked on a range of acquisitions, diversifying the company beyond its traditional origins. We were now involved in more industries than ever before – all over the world.
