Program Overview
TRANSFORM/Primary Health Care Unit (PHCU) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia efforts within the Health Sector Transformation Plan (HSTP). TRANSFORM/PHCU will operate in the four most populous rural regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHCU will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that include primary hospitals and PHCU.
Position Purpose
The Director of Finance and Operations provides leadership and managerial oversight of the administrative, financial and operational aspects of the Ethiopia TRANSFORM/PHCU Project. S/he oversees the day-to-day work of the project and is responsible for the effective use and deployment of staff and financial resources to achieve project targets.
Key Responsibilities
 

  • Oversee the project’s management of financial functions ensuring donor/contract compliance.
  • Develop and prepare budget forecasts and manage expenses within approved budget.
  • Develop and maintain appropriate systems and cost-effective, timely procedures and controls such as cash management, vendor payments, and budgeting to properly disburse, account, budget, and report funds.
  • Assist the Chief of Party in the successful implementation of the project including the timely completion of high-quality, budget forecats and financial statements.
  • Identify, select, manage performance of, and mentor finance and administrative staff ensuring professional growth and development as well as capacity building.
  • Provide substantive assistance and advice to the Chief of Party, Project Directors; implementing partners and sub grantees relative to finance and administration.
  • Establish an appropriate organization structure for the finance and administration function.
  • Ensure sound procurement, IT, administrative, security, financial management and internal control systems are in place, are updated in a coordinated and timely manner, and are optimally utilized by PI Ethiopia, by project partners and by project sub-grantees
  • Implement financial and operations functions for the PI Ethiopia office and directly supervise the activities of the heads of finance, general  services (Logistics and Procurement), grants administration,  and information technology (IT).
  • Review and provide leadership in the preparation process of all funding partner budgets, sub-agreement budgets, overall country budgets, contracts and other financial reports for all country projects taking into account the project and funding partner rules and regulations.
  • Responsible for budget monitoring, providing financial direction, overseeing compliance, and monitoring all financial transactions.
  • Ensure timely and accurate accounting, financial reports, management reports, cash forecasts and financial projections
  • Work with risk and compliance advisor and external auditors and Pathfinder International Headquarters Office to improve and innovate in general services, grants administration, financial and IT procedures.
  • Coordinate and review the requisite management actions and appropriate audit responses from the country office and sub-grantees of the projects managed and follow up on all audit findings with reports of actions to HQ.
  • Review pre-award assessments and audit reports of project partners and sub-grantees in order to ensure their capacity as a partner or sub-grantee to manage project funds.
  • Liaise with sub-grantees, government and funding partners on procurement and contract issues to ensure compliance with the project and funding partner rules and regulations.
  • Ensure finance, IT, grants and administration teams throughout the Ethiopia offices have the capacity, knowledge and performance to deliver on set objectives.  As such, provide guidance, support, capacity building and backstopping to all finance, IT, grants and general services teams.
  • Perform any other duties as may be assigned from time to time by the management.

 

Administration & Operations Management

  • Provide leadership and management during project start-up and close-out with regard to the project office, bank account, operations and logistics, staff administration, telecommunications etc.
  • Implement administrative and financial operations of the program, ensuring compliance with agency standards and practices, local laws and donor policy and contract provisions.
  • Manage funds at local bank account and approve expenditures in accordance with Pathfinder and donor procedures, cost principles, and regulations.
  • Develop management policies and procedures to ensure efficiency, quality, and all resources are in place, adhered to, and in compliance with local laws, donor rules and regulations.
  • Contract and manage local individuals/organizations for identified tasks according to donor and agency procedures; negotiate consultancy agreements, provide training and/or develop capacity of local partners.
  • Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the project team.  Monitor the security situation and provide leadership for staff in emergencies.
  • Protect the organization’s resources and assets and ensure efficient usage in accordance with project goals.
  • Establish information technology systems and  operational facilities to support project staff and programming.
Basic Requirements
  • Post graduate business degree coupled with professional certification as a certified public accountant or similar certification.
  • Minimum 10 years of experience in financial management, contract and grant administration, logistical administration, supervision, budgeting, reporting, accounting, and financial analysis.  At least 8 of those years should be in USAID financial management.
  • Thorough understanding of USAID financial guidance and regulations and sound judgment in applying them to diverse, field-based operations.
  • S/he must have knowledge of and ability to use accounting principles and methods, techniques, and systems of financial management, and be able to guide and implement best administrative and financial practices.
  • S/he should have a sound understanding of and ability to use accounting software and the MS office suite of applications with emphasis on MS Excel, MS Word and MS Powerpoint.
  • Able to lead in the achievement of results.
  • Proven ability to manage, motivate, and mentor staff at all levels and create a positive team environment.
  • Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
  • Excellent diplomatic, interpersonal, communication, and presentation skills.
  • Excellent team player, able to work with minimal supervision
  • Willing to travel extensively project regions when appropriate.
  • Strong leadership and management skills
  • Fluency in English and Amharic languages.
