Background / General description

The World Bank’s Country Management Unit (CMU) for Morocco, Algeria, Tunisia, Libya and Malta (MNCO1) oversees portfolio implementation, strategy direction, monitors impact, and evaluates results for the Bank’s portfolio in the five countries. The country unit includes offices in Rabat (hub office), where the Country Director, the Program Leaders, the Lead Economist and operation staff are based, Alger, Tunis, and an anchor unit in Washington D.C. led by Country Program Coordinator supported by a Senior Country Officer and a Senior Program Assistant. The Country Director is supported by a Senior Country Officer who assists in the management of the Rabat Office and the management of the overall Maghreb Programs.

Morocco and Tunisia are the most active MNC01 clients at this time with respectively 60% and 40% of the Maghreb’s lending portfolio (in number of projects). Morocco program comprises an active portfolio amounting to a total financing of $1.92 billion, including ten investment projects, three programs for results, eleven grants, and many analytical and advisory activities. The pipeline for FY17 includes six projects. Tunisia program comprises an active portfolio of about $1.0 billion and it includes eight investment projects, one program for results, and seven grants and a variety of analytical and advisory activities. Activities in Algeria involve a broad Reimbursable Assistance Services (RAS) program in various sectors

The Bank is currently supporting Algeria in developing its long-term vision. In Libya, the Bank has been engaged with the transitional authorities since September 2011 to support post-conflict recovery and state and institution building, in close coordination with the UN, EU, DFID, IMF and other partners. The program has evolved into an advisory and TA program for institution-building in key areas. In Malta, the Bank’s support has been limited to a RAS. The World Bank is seeking to recruit a highly qualified candidate for the position of Driver/Messenger in the Rabat (Morocco) Office.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

Duties and Accountabilities

  1. Back up of the Official Driver of the Country Director
  2. Provide assistance to the Country Director and the administration team in their various tasks to enable them to ensure compliance and monitoring of the office procedures and rules
  3. Pick up high level visiting mission at the airport and secure them until they arrive at their hotel. Drop them also to the airport when they return. Ensure guests receive appropriate assistance upon arrival, from getting their luggage out, and then be driven to their hotel in safe conditions. On their way back after the mission, drive them off the airport on time. Use of Road Security and Safety driving requirements to get the high level visiting mission feel safe and secured. Maintain assigned vehicle clean in good condition, recorded mileage and gasoline consumption. Anticipate in any mechanic actions on the assigned official vehicle to prevent any disruption due to unnecessary break downs. From the engine to the pneumatic conditions. For instance, daily inspection of air level in the wheels, oiling for breaks, water level, etc. In sum assure that every single part of the car is in perfect condition for being operated.
  4. Drive Sectoral Specialists and other higher level staff in the field visit. Drive also mission in different cities in the country of Morocco.
  5. On a daily basis, distribute mail when necessary, follow up visas at the embassies and any other administrative mail.

Selection Criteria

Selection Criteria The ideal candidates should have:

  • At least the level of high school and an experience of at least 5 years driving with knowledge of auto mechanics;
  • A good geographical knowledge of Morocco;
  • A valid document for driving, and a recent certificate of fitness proving that you are fit to drive;
  • Language Requirements: French (spoken and written) knowledge of English would be an asset;
  • Knowledge of computers – MS Office is desirable.

Required Competencies In addition to the above selection criteria, the following competencies are expected of the successful candidate:

  • An experience working in an international institution would be an advantage;
  • A certificate of training in auto mechanics and any other patent technical training in electronics, electricity would be an asset;
  • A training certificate from the Red Cross on first aid would be an asset;
