Chemonics seeks a long-term Logistic Management Information System Digital (eLMIS) system advisor based in Luanda to support the USAID Global Health Supply Chain – Procurement and Supply Management project (GHSC-PSM) in Angola. The project will be the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives. The eLMIS system advisor will oversee the rollout and implementation of a national eLMIS in Angola and provide technical guidance to the Central Procurement Agency for Medicines and Medical Supplies (CECOMA). We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work closely with CECOMA warehouse and provincial warehouse staff to support supply chain logistics functions
  • Take the lead in implementing the logistics system at the central CECOMA warehouse in Luanda and at the 18 provincial warehouses
  • Serve as the focal point for the vendor selected to run the installation in Angola and liaise with the Angolan Ministry of Health, GHSC-PSM field office, and the vendor to ensure proper requirements are gathered and the project is moving forward as scheduled
  • Liaise and collaborate with the information systems administrator at Gabinete de Tecnologia e Informação (GTI) to select an eLMIS vendor and move forward with national implementation
  • Work on technical documentation for the national software rollout
  • Develop an appropriate management strategy for CECOMA use of the eLMIS selected
  • Work closely with GTI, Gabinete de Estudos, Planeamento e Estatística (GEPE), Direcção Nacional de Medicamentos e Equipamentos (DNME) , Instituto Nacional de Luta contra a VIH/SIDA (INLS), Direcção Nacional de Saúde Pública (DNSP) , National Malaria Control Program (NMCP), CECOMA, and Ministry of Health/CECOMA in coordinating the customization and data migration for an eLMIS
  • Assist selected vendor with troubleshooting and training at provincial and municipal warehouses to develop appropriate indicators to monitor performance
  • Work on an interface for DHIS2 and eLMIS systems for improved logistics data collection at the facility and municipal levels
  • With partner PSI, assist in coordinating a tablet-based data collection pilot in two provinces of Angola outside of Luanda Assist CECOMA to develop and implement appropriate supportive supervisory and on-the-job mentorship programs to strengthen eLMIS best practices
  • Provide support in data abstractions from electronic databases for reporting purposes
  • Collaborate and coordinate with the supply chain advisor in developing routine procedures to manage reports and data that is captured in the eLMIS for national programs to improve supply chain management and early detection of potential stock-outs, expiries, and overstocks
  • Provide support in data abstractions from electronic databases for use in preparing quarterly progress reports to be submitted to the President’s Malaria Initiative (PMI) team at USAID, CECOMA, NMCP, and USAID Global Health Supply Chain Program

Qualifications:

  • Graduate degree in information technology, health information systems, or equivalent education or work experience; graduate degree in pharmacy or in supply chain management preferred
  • Minimum five years of experience providing and managing technical assistance to strengthen Logistic Management Information System (LMIS) in public health supply chain systems
  • Up-to-date knowledge of current warehouse operations management best practices
  • Advanced computer hardware and software skills and experience with data management and system integration
  • Demonstrated advanced computer skills in Microsoft Office Suite applications including Word, Excel, Outlook, Visio, PowerPoint, and Access
  • Experience in providing training, including setting up training programs and workshops preferred
  • Creativity and ability to apply innovative thinking and problem solving and demonstrated ability to work independently or as part of a team
  • Experience in advocacy and project management with a Ministry of Health or the Government of the Republic of Angola (GRA) a plus
  • Proven flexibility in responding to changing priorities and deadlines
  • Experience working in Africa Ability to work in Luanda and travel within Angola required
  • Knowledge of DHIS2 a plus
  • Experience in implementing software solutions or managing remote data collection preferred
  • Demonstrated strong logistics and organizational experience and ability to maintain a service-oriented outlook
  • Demonstrated leadership, versatility, and integrity
  • Good writing, communication and interpersonal skills, and ability to communicate effectively in Portuguese and English both verbally and in writing
