GIZ International Services is shortlisted for the European Investement Bank (EIB)-funded tender: “Technical Assistance and Capacity Building for the implementation of the third Egyptian Pollution Abatement Project (EPAPIII)” in Egyptian.

The overall objective of the TA is to assist the main stakeholders of EPAP III in the efficient and effective implementation of the third Egyptian Pollution Abatement Programme (EPAP III).

In the framework of the implementation of the project, Technical Assistance activities are foreseen on four levels:

  • Support to the Programme Management Unit (PMU) of the Egyptian Environmental Affairs Agency (EEAA).The purpose of this component is mainly to assist the PMU in achieving its main role and responsibilities in the overall management of the Programme and support the sub-borrower to apply for the donor’s loan.
  • Capacity strengthening of the EEAA to improve its control, monitoring and enforcement capacity. This component will be dedicated to units and departments of EEAA that are directly influencing the regulations’ enforcement and will aim at putting in place functional and operational activities to improve the sustainability of the investment financed under EPAP III and enable EEAA to better fulfil its role and responsibilities with regard to enforcement.
  • Support to the EPAP III Apex Bank and participating banks.This component aims to enhance the banks engagement in the Programme and assist in the development of a new pipeline of projects along with the EEAA-PMU. It aims at strengthening their capacity with respect to financing investment in pollution abatement and environmental pollution and integrate environmental and social screening in lending procedures.
  • Communications activities.This component aims at strengthening stakeholders’ visibility, (promoter, EU, EIB, etc) and at promoting the project with potential beneficiaries and the public.

Your profile

Qualifications and skills

  • Graduate in chemical engineering, environmental engineering or sciences or equivalent;
  • Excellent spoken and written Arabic & English is obligatory;
  • Computer literacy.

Professional experience

  • 15 years of experience in industrial pollution abatement / cleaner production with at least 5 years management experience;
  • 8 years’ experience in the preparation, assessment and audit of pollution abatement projects in Egypt with experience in at least 2 of the following sectors: cement, fertilizer, metallurgical, petro chemicals;
  • Previous experience on pollution abatement initiatives targeting SMEs would be a distinct advantage;
  • Previous experience in the monitoring and evaluation of pollution abatement projects;
  • Previous experience in the preparation and/or reviews of EIAs and CAPs would be an advantage;
  • Previous pollution abatement capacity building experience would be an advantage;
  • Proven ability to establish excellent working relationships with a wide range of stakeholders (e.g. governmental agencies at the regional and national level, private sector companies, etc);
  • Previous experience with donor projects and procedures;
  • Proven experience in preparing well-structured technical reports in English and Arabic.

Assignment period

The intended starting date is September 2017 and the period of execution of the contract is 60 months from this date.

Conditions regarding location

The particulate pollution load in Cairo crosses the limit value allowed in Europe around a multiple. Within the scope of the selection procedure and in the course of the setting investigation, you will be informed about suitable preventive measures and behavioral measures.
