Proposal Objective:
The purpose of this evaluation is to design and implement an independent evaluation of the LWSSD Project implemented by the Millennium Challenge Account in Zambia that will assess Project performance in contributing to the Water, Sanitation, and Drainage sector sustainability. MCC is interested in assessing the effectiveness of the LWSSD Project with an emphasis on the Institutional Strengthening Activity through interventions on the water utility Lusaka Water and Sewerage Company (LWSC), and Lusaka City Council (LCC
Position Description:
SI is seeking an Evaluation Team Leader (Water, Sanitation and Hygiene Economist) to lead the design and implementation of an independent evaluation of the LWSSD Project implemented by the Millennium Challenge Account in Zambia. The Team Leader (Water, Sanitation and Hygiene Economist) will serve as primary point of contact with MCC and will be responsible for integrating his/her team’s contributions into a coherent whole, as well as the overall design, implementation, and dissemination of the evaluation.
Period of Performance: 5 years (1-year Base Period plus 4 Option Periods). This position is expected to be a part time consultancy during the period of performance.
Responsibilities:
- Lead a team in measuring and evaluating LWSSD’s and interventions related to water, sanitation, drainage, and solid waste management, working with LWSC and LCC to assess effectiveness of the LWSSD Project.
- Participate in and lead portions of evaluation methods training, piloting, and planning sessions for the evaluation team prior to fieldwork.
- Lead development of the Evaluability Assessment and Evaluation Design Report.
- Design and lead qualitative and quantitative research, including design of data collection tools, managing the implementation of data collection, developing analysis documents, and undertaking and producing rigorous analysis from original research.
- Lead analysis of utility non-revenue water, financial sustainability, and cost-benefit data.
- Conduct quality reviews of all evaluation products (reports, questionnaires, and so forth);
- Support evaluation team with logistical planning and guidance as needed to schedule key interviews and manage completion.
- Write sections of the evaluation report and provide substantial technical and editorial support to the full report.
Qualifications:
- Must have at a Bachelor’s degree and 15 years of professional work in the water, sanitation, drainage, and solid waste sectors. Graduate degree or higher in a related field (such as economics, engineering, qualitative methods, statistics, sociology, public health, development studies, business management, land tenure security, or related field) preferred.
- Prior relevant technical and contextual expertise in data collection instruments and interviewee targets to assess the sustainability of LWSSD’s activities.
- Demonstrated in-depth understanding of evaluation and economics, urban water and sanitation projects, developing country experience, and the MCC model.
- Demonstrated deep knowledge about institutional governance, infrastructure investments, familiarity with water utilities, and the data necessary to evaluate institutional effectiveness.
- Must have strong evaluation management skills and experience managing complex, multidisciplinary research projects.
- Significant, demonstrated experience working in the water, sanitation, drainage, and solid waste sectors in developing countries, preferably in southern Africa. This should include experience measuring and evaluating said projects and interventions.
- Significant demonstrated experience in economics and leading complex quantitative research projects investigating the economics of the water, sanitation, drainage, and solid waste sectors. Preferably this experience includes research on infrastructure investments and analyzing the socio-economic benefits of these projects.
- Significant demonstrated experience designing, implementing, and publishing evaluations of policy and institutional reform in the water and sanitation sector, preferably including utility and regulatory capacity building projects.
- Significant demonstrated experience using political economy methodologies to assess incentive structures among stakeholder institutions and their influence on investment sustainability.
- Significant, demonstrated experience assessing the financial and service quality performance of a water and sanitation utility, including experience with non-revenue water.
- Demonstrated experience in conducting cost benefit analysis (CBA) in the water, sanitation and hygiene (WASH) sector, including expertise in methodology and estimation of the benefit and cost streams.
