Purpose

The purpose of this External announcement is to attract suitable Education in Emergencies Specialists from outside the organization for inclusion in UNICEF’s Rapid Response Mechanism (RRM) roster for Eastern and Southern Africa region. The purpose of the RRM roster is to ensure that our regions’ emergency staffing response is in line with the organization’s strategic goals, by improving emergency staffing to support emergency preparedness and response through a predictable and coordinated approach to emergencies in sub-Saharan Africa. Therefore, it is not a regular vacancy announcement but rather a campaign to attract candidates with emergency experience interested in short term emergency assignments with UNICEF.

This roster is comprised of both Internal and External staff who specialize in wide array of programmatic and operational areas. As future emergency needs are often difficult to predict, we need to ensure that we have sufficient Internal and External staffing capacity in the pipeline, in order to best respond to the needs in every emergency context.

This announcement is targeting External candidates outside of UNICEF with interest in working in any of the countries within UNICEF’s West and Central Africa region or UNICEF’s East and Southern Africa region for the next 12-24 months. We are currently looking for Education in Emergencies Specialists in the following areas;

  • Conflict and Disaster Risk Reduction (C/DRR)
  • Needs Assessment (Educational Information Systems, Research)
  • Education in Emergencies Preparedness (including contingency planning)
  • Education in Emergencies risk informed programmatic responses
  • Education Policy and Capacity Development (Systems Design)
  • Peace building/Peace Education
  • UNICEF Back to School Campaign
  • Education Cluster Coordination
  • Education Cluster Information Management
  • Adolescents

Candidates with suitable profiles in Education in Emergencies will be placed in the RRM roster to be considered for short term (3-6 months) emergency assignments in the regions. Candidates will be responsible for periodically updating their profiles via e-Recruitment. Successful candidates who are being considered for emergency assignments at UNICEF will receive e-mail queries of interest and availability from the Regional HR team.

Successful applicants will:

  • be based in countries in UNICEF Eastern and Southern Africa region;
  • be expected to deploy within 1 to 2 weeks from confirming to interest and availability to UNICEF;
  • be deployed on 3to 6 month assignments on a Temporary Appointment (TA) or consultancy (SSA) contracts for external applicants

Key Expected Results

  • Support the Chief of Education and collaborate with the EiE Focal Point to ensure effective coordination of UNICEF Emergency Education programmes together with the Ministry of Education at national and sub-national levels, Sector Working Group or Education Cluster, UNHCR, implementing partners, and affected communities in conflict and disasters affected-areas. Establish positive working relationships with partner agencies to facilitate rapid and smooth implementation of planned education in emergencies activities.
  • Work with appropriate education in emergency partner’s to draft Program Cooperation Agreement (PCA) and Small Scale Funds Agreement (SSFA) if necessary to ensure the implementation of EiE response
  • Support the implementing partners identified to put in place innovative approaches (for example, radio programming, distance learning and psychosocial support) to enhance the inclusiveness and quality of the response for conflict affected-children in the hardest to reach areas.
  • Assist in the creation of school preparedness plans in areas affected by natural hazards (floods, epidemics, etc.), in collaboration with the Ministry of Education at national and sub-national levels, UNICEF field offices, and others partners involved in C/DRR, and in particular the Education Cluster or Working Group .
  • Undertake field visits as required to monitor education response activities, particularly related to education in emergency implementation, supply needs and use, and provision of support to UNICEF colleagues on en location and remote monitoring..
  • Contribute to draft EiE proposals, Donor reports and Humanitarian situation reports
  • Contribute to build the capacities of all education actors at national and regional level in Education in Emergency issues
  • Actively monitor the data related to programming to ensure the availability of indicators demonstrating activities and results and to facilitate the donor reports
  • Contribute to and work in close liaison with Education Cluster/Sector Working Group members and coordinator(s).

Qualifications of Successful Candidate

Education

  • An Advanced University Degree in education, economics, psychology, sociology or other social science field is required.

Work Experience

  • A minimum of 5-8 years of progressively professional experience in social development planning and management in education and related areas at the international level, some of which preferably in a developing country is required.
  • Technical experience and knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination
  • Relevant experience in a UN system agency or organization is an asset.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Specialized training/experience in emergency response management highly desirable.
  • At least two (2) years of substantive relevant experience in emergency countries dealing with major natural and humanitarian emergencies required.
  • Experience of working with UNICEF is highly desirable.

Language proficiency

  • French is required for work in French-speaking countries, and English is highly desirable
  • English is required for work in English-speaking countries, and French is highly desirable
  • Portuguese and English are required for work in Portuguese-speaking countries
