MISSION DESCRIPTION
Uganda currently faces the fastest-growing refugee crisis in the world. From July 2016 through January 2017, more than 512,000 South Sudanese refugees arrived in the country – an average of roughly 2,400 per day – flying from conflict, insecurity and famine in their country. This staggering rate of influx into one country, sustained over such a long period, has few precedents in recent years. As a consequence, Uganda has now become the top-ranking refugee-hosting country in Africa, with more than a million refugees in total. Handicap International conducted a first rapid assessment mission in November 2016 following the increase in the influx of refugees from South Sudan. On the base of the results of this first mission, an emergency response team deployed to Uganda in May 2017 with the objective of updating and deepening on the findings of the first assessment, defining an operational strategy and preparing the set-up of Handicap International response in Uganda. Following the results of the assessment, Handicap International has developed an integrated strategy aiming at providing inclusive protection and life-saving integrated humanitarian assistance to the most vulnerable population (refugees and host population) affected by the refugee crisis with the vision of building inclusive and resilient local communities. Main areas of intervention are Protection, Inclusion, Mental Health and Psychosocial Support and Food Security and Livelihoods. Its identified area of intervention is Arua, West Nile District, Uganda. Handicap International has formally opened an office in Kampala, Uganda´s capital city, while the registration in the country is concluded and fundraising is ongoing. It is expected that the operations will be formally launched within the next 60 days.
JOB DESCRIPTION
Under the line management of the Head of Mission and in close coordination with Logistics, Finance and Human Resources Departments, the Field Coordinator is responsible for developing, coordinating, and ensuring smooth implementation of Handicap International´s field operations in adherence to technical, logistic, human resource, administration and security internal and external procedures and regulations. At local level, the Field Coordinator represents Handicap International vis-a-vis relevant stakeholders. The Field Coordinator manages the operations and support teams based in the area of implementation of Handicap in Arua, West Nile District, Uganda. Taking into consideration that Handicap International is currently launching its operations in the country, the Field Coordinator will focus initially on the opening and set-up of the base, ensuring the timely and quality start-up of the operations through putting in place sound procedures and structures and building strong teams.

REQUIRED PROFILE
- At least 5 years of professional experience in humanitarian or development contexts, preferably in the management of complex refugee responses
- At least 2 years of experience as Field Coordinator or similar position
- Knowledge of donor strategies and procédures
- Skills and experience in funding proposal development
- Previous security management experience mandatory
- Experience launching of operations is an asset
- Previous field office management experience is a strong asset
- Previous working experience with Handicap International is a strong asset
- Proven managerial experience

- Strong communication skills
- Strong interpersonal and intercultural skills
- English mandatory (oral and written)

CONDITIONS
- Starting date: 15/07/2017
- Length of the contract: 6 months (upon funding confirmation)
- Salary from 2750 € (gross) / month regarding the experience of the candidate
