Childline Kenya (CLK) works in partnership with the Government to STOP child abuse and provide a safe environment for all children. We offer the only nationwide helpline service dedicated to children that runs 24 hours toll free, and is accessible by simply dialing 116. The helpline provides counselling, rescue, safe shelter, medical care and legal support. We also actively educate the public on child safety, working with key government agencies and child protection partners in all the 47 counties. Childline is a lifeline for children in distress!

Childline seeks to recruit Finance and Administration Manager stationed in Nairobi. The post is accountable for the quality of CLK’S support services to include Finance, HR, Administration, and ICT. The post is also responsible for the disbursement of donor and CLK funds ensuring strict compliance with all financial, budgetary procedures, HR, IT and other operating procedures agreed with the Board; it will also be responsible for compliance to donor/CLK/Board procurement and logistics policy. the holder will be a member of the Senior Management Team (SMT) and will take part in Board Meetings and Committees as required.

Key responsibilities

  1. Review, check and analyse CLK’s finance reports and be prepared to explain variances and highlights to the ED and to Board
  2. Manage the performance and development of the officers reporting to him/her.
  3. Ensure that CLK operates a compliant procurement system
  4. Ensure all bank accounts are reconciled on a monthly basis and ensure all reconciling items are investigated and resolved promptly
  5. Ensure all other balance sheet accounts are reconciled either monthly or quarterly, depending on materiality
  6. Ensure compliance with the Kenya Revenue Authority tax regime
  7. Monitor the safe keeping of accountable documents and CLK cash at hand.
  8. Budget monitoring to avoid overspend or under spend; red-flag potential problems before they get out of hand.
  9. Issue routine, periodic, or final accounts to various users
  10. Review, develop, & enforce an effective internal control system for CLK
  11. Carry out regular internal audits and special audits as required by the ED.
  12. Monitor and review daily operations re.: administration, logistics, & ICT.
  13. Supervise day to day procurement at CLK, including ensuring compliance with agreed procurement policy
  14. Supervise day to day Human Resources at CLK, including ensuring compliance with agreed procurement policy
  15. In conjunction with the ED, agree Terms of Reference, timetables and reporting lines with external auditors
  16. In conjunction with the ED, ensure all legal contracts signed by CLK have been checked for legal validity and ensure that all contracts are written in CLK’s best interests
  17. As a member of CLK’s Senior Management Team, play an active role in the direction and day to day management of the organisation
  18. Monitor management and use of CLK assets and resources

Specific Skills, Knowledge and Experience:

  • A qualified accountant
  • Strong background in system development and enforcement.
  • Experience in managing EU, USAID, DANIDA, and other major statutory portfolios.
  • Budgeting, budgetary control, and audit skills
  • Procurement and administration management
  • Experience of managing IT and HR functions
  • Experience in use of a recognized accounting software package
  • IT literate; must be proficient in Microsoft Office applications
  • Good awareness of employer’s legal requirement under Kenyan law
  • Experience of presenting financial information at a senior level to non-accountants
  • Hands on experience in playing a leading role in organisational change, including the development of support services

Programs

Childline Kenya currently conducts 4 core programmes: 1. Childline 116 - Ending the Silence on Child Abuse This programme focuses on the strengthening of child protection initiatives, services and systems in Kenya. This entails enhancing of the child helpline 116 efficiency, diversification of Childline Kenya's scope of child protection services using ICT, and development of an efficient and effective response system. 2. Child Empowerment and Safety - Know Your Rights Through conferences, peer education programmes, and school and media outreach projects, Childline Kenya aims to empower children and provide them with unique opportunities to participate in their own growth and development without fear or inhibition. 3. Learning, Research and Action Childline Kenya's research aims to gather new information, enable a continuous analysis and good understanding of the current child protection needs, and inform new changes that can confer maximum benefits to existing programmes. This helps to ensure that Childline Kenya's programmes continue to be relevant to children's needs and aspirations. 4. Organisational Development For Childline Kenya to be recognised as an authority in child protection, it is important to invest in its management, resource mobilisation and development of policies for institutional growth. As part of this programme, we also develop strategic partnerships, support capacity building of partners and join networks and alliances in the child protection sector.
