Department Overview

Pact seeks a Finance Director for the proposed USAID-funded project entitled STOP GBV II. The purpose of this project is to strengthen the opportunity for girls and women, boys and men, and members of key populations, to live lives free of gender-based violence (GBV) and enjoy health-supportive, gender-equitable relationships.

Position Purpose

The Finance and Administration Director will be responsible for the overall financial management of the project. S/he will oversee the effective and appropriate use of financial resources of the project, develop effective mechanisms to monitor the expenditures. S/he will ensure implementation of administrative, financial, and human resource policies in line with USG regulations. Please note that this position is contingent upon award of funds.

Key Responsibilities

Financial and Grants Management:

  • Lead and implement policies, guidelines, and criteria for the management of project finances and sub-grants in accordance with Pact standards and donor regulations.
  • Provide leadership on all budget, expenditure monitoring and monthly financial reporting.
  • Develop project budgets and identify and implement strategies to ensure spending is on track and in line with project implementation.
  • In collaboration with HQ-staff, prepare and submit financial reports and cash requests to donors.
  • Work closely with Pact headquarters to ensure compliance and effective and proactive fiscal management of Pact Zambia.
  • Provide technical assistance and training to staff and grantees on administrative policies and procedures for grants management, including advising sub-grantees on financial accounting, reporting, procurement, and other compliance practices associated with the program.
  • Support grants-related management activities beginning from pre-award assessments, monitoring/compliance visits, and close-out procedures (as applicable).
  • Oversees project office operations to ensure its effective functioning.

Basic Requirements

  • Master’s degree or higher in accounting, finance, business administration or related field.
  • At least seven years of relevant experience, with progressively increased responsibilities.
  • Experience managing the finances of USAID- funded programs.
  • Fluency in written/spoken English.
