Job Description

Job Responsibilities

  • Prepare/ develop of field monthly financial reports which includes QB postings, bank reconciliations, journal entries preparation, personal advances, balance reports, grand summary sheets, supporting payment vouchers, petty cash journal and summarized expenditure etc. Ensure expenses are in accordance with U.S. government regulations (expenses are reasonable, allowable and allocable), and URC policies and procedures.
  • Ensure that all project-related transactions are conducted, processed and recorded as per URC system of Chart of Accounts
  • Ensure timely preparation and processing of payments by ensuring that all payments are reasonable, allowable, and allocable to the project
  • Ensure that all payments are adequately supported
  • Carry out banking transactions which includes, cash withdrawals, check deposits, EFTs etc. while strictly observing the laid down cash handling procedure
  • Ensure that internal controls pertaining to online banking are tightened to mitigate risks
  • As part of the finance team, ensure that URC financial management policies and procedures and USAID regulations are strictly adhered to. This includes ensuring that all policy directives and various checklists circulated by HQ are implemented.
  • Oversee the management of petty cash fund by reviewing (for accuracy) and processing petty cash and bank vouchers
  • Management of personnel payroll and benefits accounting
  • Maintain close coordination with URC project staff on financial matters and advise them, as appropriate, on matters requiring their attention
  • Manage inventory/ asset system
  • Interpretation and implementation of URC HR policies and procedures
  • Staff recruitment- developing job descriptions, preparing advertisements, short-listing and participate in interviewing
  • Fostering a workplace environment consistent with the organization’s values, mission and vision
  • Assist in ensuring URC’s compliance with all national legal and statutory requirements for the management of its HR resources
  • Handling separation of staff by facilitating effective staff clearance, documentation and release from the organization
  • Perform any other task assigned by the Chief of Party

Job Requirements

  • Degree in Accounting or Finance or a completed professional accounting qualification (ACCA/CIMA/ZICA/CPA)
  • A minimum of five (5) years experience in the financial management of large donor-funded development programs (USAID desirable)
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
  • Strong analytical, oral and written communication skills
  • Excellent past performance references (contacts should be provided at time of application)
  • Experience with QuickBooks accounting software highly preferred
  • Good computer skills desired
  • Experience with human resource Management and knowledge of the Zambia labor/employment law preferred
  • Knowledge of rules and regulations USG funded Programs desired
  • Ability to budget and manage finances on a monthly basis preferred

The United Nations Human Settlements Programme (UN–Habitat) is the United Nations agency for human settlements and sustainable urban development. It was established in 1978 as an outcome of the First UN Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group.The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996. The twin goals of the Habitat Agenda are adequate shelter for all and the development of sustainable human settlements in an urbanizing world.

Since October 2010 the Executive Director is Joan Clos, former mayor of Barcelona and Minister of Industry, Tourism and Trade of the Government of Spain.

The UN-Habitat mandate is also derived from General Assembly resolution 3327 (XXIX), by which the Assembly established the United Nations Habitat and Human Settlements Foundation; resolution 32/162, by which the Assembly established the United Nations Centre for Human Settlements (Habitat); and resolution 56/206, by which the Assembly transformed the Commission on Human Settlements and the United Nations Centre for Human Settlements (Habitat), including the United Nations Habitat and Human Settlements Foundation, into UN-Habitat. The mandate of UN-Habitat is further derived from other internationally agreed development goals, including those contained in the United Nations Millennium Declaration (Assembly resolution55/2), in particular the target on achieving a significant improvement in the lives of at least 100 million slum-dwellers by the year 2020; and the target on water and sanitation of the Plan of Implementation of the World Summit on Sustainable Development, which seeks to halve, by the year 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation. Through Assembly resolution 65/1, Member States committed themselves to continue working towards cities without slums, beyond current targets, by reducing slum populations and improving the lives of slum-dwellers.
