We seek to recruit a Finance and Operations Manager who will manage financial and administrative operations for the Country Program in Uganda.The Finance and Operations Manager will work under the direction of the Country Director and work closely with PATH headquarters teams in Seattle and Washington, D.C. to establish office systems and ensure that PATH policies and procedures are followed by the country office.
Specific duties and responsibilities include:
Administration and Facilities;
- Oversee the country program’s financial and administrative operations, ensuring compliance to ethical standards, corporate philosophy and local laws and with Path International’s policies.
- Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the Country team. Monitor the security situation and provide leadership for staff in emergencies.
- Protect the organization’s resources and assets and ensure that they are used efficiently in furtherance of PATH mission and programs.
- Lead facilities needs assessment, analysis, and selection of new office space, as needed, in consultation with Global Facilities.
- Work with Global Facilities to manage lease process including initiation, renewal, and termination.
- Custodian of all PATH policies and guidelines and providing the necessary training and support to staff to ensure adherence.
Financial Management;
- Develop and prepare budgets and manage expenses within approved budgets for the Country program.
- Maintain all internal controls and ensure that the controls are operating effectively.
- Report on financial results. Approve the monthly operations reports.
- In collaboration with HQ Accounting Services, coordinate all field office financial audits.
- Manage cash flow from Seattle per local needs (quarterly funds requests).
- Provide support to the Uganda project finance and grants officers and managers.
Fundraising/Development;
- Maintain close working relationships with the Headquarters Business Development department.
- Advice on Country program development strategies meant to sustain and diversify funding resources.
- Monitor, identify, pursue and negotiate funding opportunities with various donors and partners to expand Path in-country activities in close collaboration with Business Development HQ unit.
- Develop and manage proposal budgets, in close collaboration with program staff.
Human Resources Management;
- Liaise with the HR Business Partner on the day to day in country HR activities ensuring PATH policies and standards are maintained.
- Ensure compliance with local labor laws and practice.
Procurement;
- Ensure local procurements are conducted in accordance with PATH and donor policy.
Legal Affairs;
- Work with Legal Affair (LA) to ensure compliance with registration, licensing, government reporting, and statutory requirements.
- Work with LA on developing and executing agreements requiring LA’s review (such as teaming agreements, CDAs, MOUs, and collaboration agreements).
Required Experience
- Bachelor’s degree in finance, management, business administration, or a related field.
- Professional qualification in either CPA,ACCA, CIMA or ICSA. An MBA or MSC in any related business field will be an added advantage.
- A minimum of 10 years’ experience providing financial and operations oversight, 5 years of which should have been in a large global donor funded project.
- Sound familiarity and knowledge of donor rules and regulations like USAID, BMGF etc.
- Financial software expertise, including Excel, QuickBooks, Sun systems and Salesforce.
- Excellent oral, written and presentation skills.
- Demonstrated experience in managing complex global projects: developing and monitoring budgets and work plans for both global and country activities, issuing sub-agreements and subcontracts; coordinating work orders and consultancy agreements and ensuring compliance with donor and institutional guidelines and policies.
- Candidate must be detail-oriented while understanding the need for big picture thinking and problem solving for the long term.
Must have legal authorization to work in the Uganda.
