Project Objective:

The SI Team has been contracted the Public Sector Modernization Project (PSMP) by USAID to improve pay and performance management in participating ministries and strengthen payroll management in the Civil Service in Liberia. PSMP is co-financed by USAID, the Swedish International Development Cooperation Agency (SIDA) and the International Development Agency (IDA) World Bank. The project is directly implemented by the Civil Service Agency (CSA) and Liberia Institute of Public Administration (LIPA). The evaluation is expected to start mid-July and will last approximately 12 weeks in Liberia.

The PSMP evaluation will examine the effectiveness of the funding mechanism to achieving objectives and determine the value for money of the Investment Project Financing (IPF) approach. It will also explore best practices in the implementation of various funding mechanisms given USAID’s vast experience in direct government financing, as it relates to PSMP. The Mission will use findings from the evaluation to inform future use the funding mechanism and to inform more strategic USAID investment in the sector.

The estimated start date will be mid-July through October 2017. The estimated LOE will be 40 days.

Position Description:

SI is seeking a Financial Management Specialist who will provide technical context and advice on the analysis of financial statements and calculations of budget allocations. S/he will be working alongside four additional team members: one team leader, two technical experts, and an evaluation specialist.

Responsibilities:

  • Provide expert advice regarding financial management and USG & USAID regulations.
  • Make recommendations to USAID controller and mission management, and follow up on all matters to ensure they are carried out in appropriate time frame.
  • Train and mentor accountants, accounting technicians, voucher examiners, and analysts in budgeting, fund control, accounting, financial reporting, reconciliation, analysis, and voucher processing.
  • Perform desk review
  • Participate in the Team Planning Meeting
  • Meet and interview key stakeholders
  • Prepare materials for and facilitate focus group discussions
  • Contribute to final report with findings and recommendations

Qualifications:

  • Minimum of eight years of experience working with or evaluating civil service reform activities in developing countries in Africa.
  • Must have an advanced degree in economics, public financial management, public administration, or related field.
  • Should be an economist with strong public financial management and/or public administration reform expertise.
  • Experience in designing and implementing Value for Money analysis, including data collection instruments and sampling methodologies, and modeling of a variety of governance-related factors. Analysis will include budgets and costing by outputs.
  • Exercise good judgement under stress and time constraints.
  • Excellent communication skills.
  • Strong leadership skills.
  • Excellent writing skill.
