ROLE PURPOSE:

Save the Children in Kenya is responding to the ongoing drought in Kenya that affected the lives and livelihoods of millions of Kenyans, particularly in the worst affected Northern Counties of Turkana, Mandera, Wajir and Garissa. SC has developed a multi-sectoral response strategy to address the immediate and recovery needs of the affected population. The Food Security and Livelihoods response plan is particularly focused on addressing the immediate food gaps and livelihoods protection needs while also looking at the recovery of livelihoods activities and stabilization of the food security situation in the longer term. SC has presently secured funding for its FSL response and is in the process of recruiting new staff to support program implementation both at field level and in Nairobi. The FSL Project Coordinator will be responsible for ensuring the implementation of the emergency food security and livelihoods projects as outlined below.

• The Project Coordinator will have overall responsibility for program implementation at County level and will be accountable for all technical, financial, and administrative aspects of the FSL program.
• The Project Coordinator will oversee the SC’s Emergency Food Security and Livelihoods program based in Mandera County, and will play a leading role in the implementation, monitoring reporting, and day to day management of the program activities;
• The project coordinator will work closely with the FSL project assistants and the Area Program Manager and will make frequent travel to the sub-Counties where program activities are implemented.
• Responsible for compilation of project information and sharing of regular reports and updates to the Area Program Manager;
• Ensure appropriate beneficiary selection procedure and criteria are followed by FSL team (FSL Project Officers and FSL Project Assistants) and the Ward/village level project committees;
• Ensure any feedback from beneficiaries or target communities shared by Project Officers are responded to appropriately or raised with the Areas Program Manager, MEAL focal person and the FSL Program Manager or FSL TA, if needed;
• Support FSL team (Officers and Assistants) in targeting activities and ensure that overlap of beneficiaries with other actors is avoided;
• Oversee regular market monitoring in key target locations; analyze and share information to the Area Program Manager or FSl Manager/Adisor for timely action;
• Coordinate with finance staff and security focal points in the field offices on CTP and ensure that cash distributions are conducted timely and in line with SC security, finance, and logistics policies and procedures;
• Ensure FSL team (Officers and Assistants) understand post-distribution monitoring and market price monitoring tools and processes and check the quality of information collected regularly. Compile data and share with relevant staff in a timely manner. The FSL Project Coordinator will be expected to lead on project planning, coordination, recruitment and procurement, at County level and will be responsible for directly supervising the FSL Project Officers. The post holder will be expected to also mentor and/or build the capacity of programme staff.

Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million

KEY AREAS OF ACCOUNTABILITY:

With support from the Child Poverty Technical Specialist/ FSL Advisor, the FSL Project Coordinator will focus on the below areas of accountability:

Programme delivery

• Plan and lead the implementation of emergency food security and livelihoods programs in Mandera in line with the FSL drought response plan.
• Plan and implement project activities ensuring effective community engagement, mobilisation and social dialogue.
• Participate and represent Save the Children in the County Steering Group and Sector Coordination Meetings;
• With support and guidance from the County FSL Advisor engage and coordinate with relevant Mandera County government ministries, NGOs, and the private sector for the successful implementation of the FSL program activities in Mandera County.
• Coordinate technical and logistical arrangements for the programme activities, review meeting and training with relevant stakeholders.
• Responsible for compilation of project information and sharing regular reports and updates to the APM and the FSL Advisor;
• Ensure appropriate beneficiary selection procedure and criteria are followed by the Project Assistants, Project Officers and project committees;
• Ensure any feedback from beneficiaries or target communities shared through Project Assistants, MEAL assistants, and the community members are responded to appropriately or raised with the relevant Nairobi and field office personnel as needed;
• Support Project Officers in ensuring coordination at community level and to prevent overlap of activities with other actors;
• Oversee regular price monitoring in key target locations, compile and report information to the APM and the FSL Advisor. Ensure, that market price data is collected, analysed and reported timely on a monthly basis.
• Coordinate with other departments on CTPs to ensure logistics and Finance team know exact distribution timetable and beneficiary numbers so that cash distributions are done timely;
• Coordinate with finance staff and security focal points in field offices for safe delivery of programs in line with security policies and procedures;
• Ensure FSL Project Officers understand post-distribution monitoring and market price monitoring tools and processes; and check the quality of information collected. Compile data and share with relevant staff in a timely manner;
• Works closely with government partners to ensure their ownership and participation in the implementation and monitoring activities;
• Support and oversee the day to day activities of the Food Security and Livelihoods Project Officers and Assistants. Assign tasks and conduct performance appraisal of the Project Officers and Assistants.
• Work closely with the FSL team based in Mandera to ensure lessons learned from GIZ program is incorporated into the response and existing experiences are effectively utilized.

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Compile, analyse and share key materials, studies and data related to food security and nutrition in Mandera County.

• Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure effective monitoring and evaluation of programme activities including post-distribution monitoring, routine monitoring, joint baseline assessment with other partners and final evaluation to ensure quality programme implementation.
• Compile and share activity and periodic project reports.
• Lead and ensure documentation and sharing of case studies and success stories.
• Conduct any additional assessments and relevant data analysis based on needs identified with support from the FSL Advisor;

Partnerships and Advocacy

• Represent Save the Children in relevant coordination meeting and fora to share good practice and ensure the achievement of advocacy and policy objectives.

• Any other tasks assigned by Mandera Area Programme Manager and FSL Advisor.

QUALIFICATIONS AND EXPERIENCE

• University degree in Social sciences, economics, development, food security and livelihoods, nutrition, agriculture/livestock production or related field.
• Extensive and proven experience in management and implementation of food security and livelihoods projects in Arid and Semi-Arid Lands (ASAL) or similar context.
• Extensive experience in the management and implementation of cash transfer programs including unconditional cash transfer, voucher and cash for work programs.
• Good knowledge and understanding of pastoralist livelihoods particularly with experience in implementing livestock-based interventions such as animal health, livestock feeding, destocking and restocking.

• Minimum of 3 years of experience of managing the project cycle, including assessments, project design, proposal and report writing, implementation, monitoring and evaluation.
• Excellent planning, coordination, facilitation and reporting skills, with the ability to organize and manage substantial workload. Experience of working with and coordinating with multiple stakeholders including the government required.
• Highly developed research, analytical, monitoring and evaluation, and report-writing abilities;
• Strong, demonstrable, financial management skills, particularly in budgeting and reporting;
• Strong communication, people management and interpersonal skills, with experience in leading multicultural, multi-location, values driven teams;
• Experience working in the marginalised communities in Northern Kenya and understanding of challenges facing women, youth and children in Kenya.
• Computer literacy, particularly in Word, Excel, and PowerPoint;
• Commitment to Save the Children’s Child Safeguarding and other global policies, and values.

• Excellent understanding of child rights programming.
