The Gender and Sexual and Gender Based Violence (SGBV) Advisor reports to Director, Community Linkages and Demand Creation

Job Summary

The Gender and SGBV Technical Advisor is responsible for leading the overarching technical strategy to address Gender and SGBV in the project implementation area. S/he will lead efforts, in conjunction with all technical teams, to provide guidance and technical support to Civil Society Organizations (CSOs), health workers and other key stakeholders that will result in development and implementation of high-quality Gender and SGBV programs and ensure their full integration into health services.

Working closely with other project staff and partners, s/he will lead the design of interventions to support the capacity development of Civil Society Organizations and service providers in identification, management and/or referral/linkage of S/GBV cases; and promote awareness and behavior change in target communities, and strengthen advocacy for enhanced provision of Gender and SGBV services.

Roles and Responsibilities:

  • Contribute to development of a technically sound program work plan and activities to ensure that the gender and SGBV issues are addressed consistent with the goals, objectives and expected deliverables of the program.
  • Develop and implement strategies/approaches for increasing access to quality health services by women, girls and children, while also addressing the low uptake of health services by men, either for themselves or on behalf of their families and partners.
  • Provide technical and program support to Civil Society Organizations (CSOs) in order to strengthen their capacity to identify, manage and refer/link SGBV cases.
  • Develop and implement a comprehensive capacity building plan on core gender and SGBV concepts targeting CSOs, health workers, VHTs and other stakeholders for improved identification and management of GBV and SGBV cases in the targeted facilities/communities.
  • Develop strong supportive relationships and mentorship systems for service providers on gender responsive services and provide regular program and technical advice, information, support, and assistance to program programs, CSOs and service providers.
  • Support development and dissemination of district Gender and youth responsive action plans
  • Work with communities to increase awareness about GBV and engage community leaders to work with CSOs and advocate for services and implementation of laws and policies.
  • Support community and district level dialogues in partnership with community level community-based organizations and CSOs to advocate for the elimination of harmful practices such as early marriage and SGBV and inequitable social norms that undermine youth and women’s health.
  • Strengthening referral and linkage of SGBV between and within communities and health facilities for enhanced gender and SGBV service utilization.
  • Contribute to implementation of a strategy for constructive male engagement in support of women’s and children’s rights and health; and with possible increase in demand, uptake and retention especially in MNCH/PMTCT.
  • Contribute to development of tools and indicators for monitoring and evaluation; and increase and enhance Gender and SGBV program monitoring and evaluation.
  • Ensure that service providers and CSOs have appropriate, relevant, and up-to-date materials, tools, resources, and templates for documenting and monitoring field activities.
  • Work with the M&E team to orient all relevant district and health facility staff; and CSOs on the use of these tools, to increase their use in the mainstreaming of gender and youth issues in Local Governments.
  • Promote the generation and use of gender and youth disaggregated data and information in planning and budgeting at health facility level as well as district level
  • Work with the program team to examine performance of programs including gender, youth and SGBV services during the regional and district level performance reviews.
  • Prepare and submit in a timely comprehensive monthly, quarterly reports and annual reports on Gender and SGBV service provision.
  • Contribute to implementation of the project Monitoring, Evaluation and Learning Plan. This will include identification, documentation and sharing of best practices on SGBV prevention and management.
  • Ensure active participation in the relevant MoGLSD and MOH GBV sub committee meetings and other technical meetings.
  • Ensure that gender issues are incorporated throughout the different phases of project cycle and interventions are aligned with the donor policies e.g. USAID/Uganda’s 2010 Gender Assessment; USAID Gender Equality and Female Empowerment Policy of March 2012; and other policies related to gender analysis, strategy development, project design and implementation, and monitoring and evaluation.

Required Qualifications:

  • Masters Degree in Social Work, Gender studies or other related field.
  • Minimum 5 years’ experience implementing and developing protection or GBV programs and working to address forms of GBV.
  • Experience in gender issues in Uganda and experience with integration of gender into health projects and services.
  • Experience in providing technical assistance and capacity building to local stakeholders, including CSOs, social service providers, and/or justice actors.
  • Experience in developing anti-GBV strategies and providing technical assistance to diverse stakeholders, such as health workers, CSOs, Government departments etc.
  • Demonstrate the team and organization’s ability to address gender gaps and to empower women and girls.
  • Awareness and knowledge of GBV issues, knowledge, skills and experience in participatory methods for community education and mobilization.
  • Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff in the areas GBV, strengthening referrals and linkages.
  • Experience with and understanding of MOH health care systems and community structures required to implement gender and SGBV program within the integrated health program.
  • Experience working with national/international NGOs and decentralized health systems.
  • Demonstrated ability to work collaboratively with colleagues in project implementation; excellent interpersonal skills.
  • Excellent verbal, written and presentation skills.
  • Good computer skills, including competence in MS Office and internet/e-mail.
  • Willingness to travel extensively in the districts of support

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a nonprofit organization dedicated to preventing pediatric HIV infection and eliminating pediatric AIDS through research, advocacy, and prevention, care, and treatment programs. Founded in 1988, EGPAF supports activities in 19 countries around the world.

Elizabeth Glaser contracted HIV in a blood transfusion in 1981 while giving birth to her daughter, Ariel. She and her husband, Paul, later learned that Elizabeth had unknowingly passed the virus on to Ariel through breast milk and that their son, Jake, had contracted the virus in utero. The Glasers discovered, in the course of trying to treat Ariel, that drug companies and health agencies had no idea that HIV was prevalent among children. The only drugs on the market were for adults; nothing had been tested or approved for children.

Ariel lost her battle with AIDS in 1988. Fearing that Jake's life was also in danger, Elizabeth rose to action. She approached her close friends, Susie Zeegen and Susan DeLaurentis, for help in creating a foundation that would raise money for pediatric HIV/AIDS research.

The Pediatric AIDS Foundation had one critical mission: to bring hope to children with HIV and AIDS. Elizabeth made her first trip to Washington in 1988, when she met with President and Mrs. Reagan, representatives at NIH, and members of Congress. In 1989, the Foundation held its first fundraiser and awarded its first grant for research on the immune dysfunctions in children living with HIV. Dozens more Washington trips and research grants followed.Elizabeth lost her own battle with AIDS in 1994, and to honor her legacy, the Pediatric AIDS Foundation was renamed the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF). Under this name, EGPAF has become the leading global nonprofit organization dedicated to preventing pediatric HIV infection and eliminating pediatric AIDS through research, advocacy, and prevention and treatment programs.Elizabeth’s legacy lives on in her son, Jake, who is now a healthy young adult.
