Kenya is facing a generalized HIV epidemic with a national average prevalence of 6.3% and 7% in its capital Nairobi. MdM started a comprehensive program in Nairobi in May 2013, focusing on the slum areas and the more remote locations of Dagoretti County.

TASKS AND RESPONSIBILITIES:

As the program coordinator you are in charge of running MdM Harm Reduction program in Nairobi. This program focuses on the prevention and treatment of HIV/AIDS and hepatitis through the implementation of a broader multidisciplinary framework of intervention while advocating for a long term and sustasustainable harm reduction approach for Kenya.

Management, monitoring and reporting

  • You monitor and evaluate the overall program implementation, including data management and analysis with the technical support of the medical coordinator
  • You supervise the program activities: outreach work and DIC (Drug Injection Center) activities
  • You supervise all necessary internal and external reporting for the Kenyan program

Team coordination and security

  • Under the direct management of the general coordinator you manage the Harm Reduction team and you collaborate with the coordination team as well as the Nairobi office team
  • You collaborate with HQ technical referent to determine and adapt the Harm Recuction program’s strategy

Security

  • You supervise the Harm Reduction program by daily security follow-up, attendance of security briefings, analysis of security risks, reporting and monitoring incidents etc…
  • You are responsible for the application, compliance and regular updating of the program security plan

Management of human resources

  • You develop the team’s skills by working on training needs
  • You recruit, brief, supervise and perform evaluations of national staff when needed

Finance and logistic

  • You ensure financial, administrative supervision of the Harm Reduction project in close collaboration with the administrative coordinator and the Nairobi office team
  • You ensure logistic supervision of the HR project in close collaboration with the administrative coordinator and the logistic officer

Representation

  • In close coordination with the general coordinator you represent MdM-F to Kenyan authorities when required (on the behalf of the general coordinator)
  • You ensure representation functions towards partners and national authorities

Donor and fundraising

  • You take lead in Harm Reduction program proposal writing and budget preparation of the program
  • You compile to donor contracts and reporting

SKILLS AND EXPERIENCE NEEDED:

Master Degree in Humanitarian / Development / Social or political sciences, or Public Health
Experience in the field of Harm Reduction or HIV is essential
Experience of project management is compulsory

Experience in negotiations and relations with local partners and authorities in a difficult legal, administrative and political context is essential
Experience in community based programming and on capacity building of local organizations is an asset
Good management and communication qualities

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
