ActionAid South Africa (AASA) seeks to appoint a Head of Operations who will be responsible for organizational efficiency and effectiveness, and provide strategic financial, HROD and Security advice and support to the country program.  The position holder will also work with other SMT members on strategic planning, reporting, analysis and risk management in line with AA International and South Africa’s Country Strategy, best practice and national statutory requirements.

Main duties and responsibilities may include, but not limited to:

  • Develop  and ensure  the effective  management  of the internal organizational  systems,  and  procedures related  to: Organisational  development,  Human Resourcing, financial management, operations, security, legal matters and IT in response to changing  organizational   contexts, strategies This will include development and implementation of efficient and cost effective administrative systems
  • Development, implementation and interpretation of Human Resource strategies, policies, procedures and systems that are consistent and in harmony with the SA labour laws, Global HR/OD frameworks and other AAI SA Country Strategy paper and policies
  • Management of staff life cycle – recruitment, selection, contract management, on boarding and exits
  • Implementation of local, global and regional HR initiatives in liaison with HR/OD African region and wider federation
  • Produce, interpret to users and keep updated the Local Financial Policies and Procedures Manual developed within the overall framework and structure of the ActionAid International Financial Policies and Procedures Management Framework (AFMF)
  • Develop  and  regularly  review  and  update  an  appropriate  Risk Register/Matrix for finance and integrate it into the CP’s  overall risk matrix
  • Co-ordinate the annual budgeting, forecasting and two year planning exercise and ensure that these are consistent with guidelines and procedures agreed with AAI and in accordance with specific needs of AA South Africa, and submit to IS for review and endorsement/approval
  • As a member of the Senior Management Team (SMT), actively participate in the SMT and contribute to strategic decision making and the overall development of ActionAid South Africa, as well as in the communication and implementation of agreed upon decisions
  • Participate in international meetings/workshops or network with regard to HROD, Finance, Admin and Security both within and outside AA
  • Assess the financial ability of potential partner CGOs, including their internal control systems, documentation and capacity to report on expenditure before long-term relationships are entered into
  • Coordinate   with  Sponsorship   Department   and  produce   annual forecasts of sponsorship income for the following period
  • Director /SMT, donors, and AA International as specified in the ActionAid International Financial Policies and Management Framework
  • Development, implementation and interpretation of administration, procurement, IT, logistics and front office operations strategies, policies, procedures and systems that is consistent with AAISA policies
  • Participate in and/or facilitate partner NGOs/CBOs organisational and capacity assessment and development
  • Provide advice, assistance and training on financial, HROD, Admin and Security matters to all staff to help them understand the finance, HROD, Admin and Security systems, policies and procedures of the organization, and to improve their financial management

 Key requirements:

  • Master degree in professional Accounting or Financial Management
  • A Bachelor’s degree in HR or its equivalent from a recognized University is an added advantage
  • A minimum of 8 years post qualification experience in position of senior operations/ HROD and financial management, preferably in the NGO sector; 3 years must be at a senior management position
  • Membership to a reputable Professional Accountancy and HR body
  • Demonstrated experience in financial planning and analysis
  • Proficiency in English and a familiarity with at least one local South African language
  • Strong understanding of all South African employment and labour laws
  • Driver’s license and own vehicle
  • The post holder should be a progressive thinker with feminist values and, actively committed to and living the principles of anti-racism, anti-homophobia, anti-xenophobia etc.

 The ideal candidate should have the following experiences:

  • Demonstrable competency in strategic leadership and management
  • Very good knowledge of computerized accounting systems (preferably SUN) packages and spreadsheets. Knowledge of databases would be useful Sound practical knowledge of accounting
  • Has  good  knowledge of South Africa   Labour laws  and employee relations systems
  • Understanding of ActionAid ethics and values and commitment
  • Trouble shooting and problem solving
  • Strong cross cultural awareness, able to work effectively with diverse working styles

The post holder will also be required to travel regularly, sometimes to rural areas and often at very short notice.
